    Abstract

    This paper examines how athletic training graduate students’ cultural perspective affects their professional practice and how athletes interpret their language, comments, and behavioral patterns.  The students (N=72) received diversity awareness training, observed their work place, and completed an assignment.  Sixty percent of the students believed they could handle the complex issues of diversity relations.  Most of the students (58%) were not sure that their language, comments, and behavior were correctly interpreted.  Teaching diversity awareness allows students to discover self-awareness, values and beliefs, and behaviors.    

               

    Introduction

    It is important that colleges of education include assignments for students to discuss cultural diversity issues.  All students, not just education majors, should have preparation programs which include knowledge, skills, and attitudes needed to interact effectively with individuals from diverse racial, ethnic, and social class groups (Banks, 2004).  Minority students who have experienced discrimination often have a difficult time accepting and valuing their own cultural heritage.  Students can accomplish cultural development by using Banks’ Stages of Cultural Development Typology.  During stage 1, individuals may demonstrate cultural self-rejection and low self-esteem by reflecting on negative stereotypes and beliefs about their cultural group.  The belief that their ethnic group is better than others characterizes Stage 2.  In Stage 3, individuals develop positive attitudes toward their cultural group.  Individuals in Stage 4 function effectively in their own cultural community as well as in another cultural community.  Individuals in Stage 5 have positive attitudes toward other racial, cultural, and ethnic groups.  Individuals in the final Stage 6 have the knowledge, skills, and attitudes for functioning effectively within their own cultural communities, within other cultures within their nation-state, in the civic culture of their nation and in the global community.   

    Athletic training students are faced with diversity issues on a regular basis.  They spend long hours providing prevention, care, treatment and rehabilitation of injuries to a diverse population of athletes.  Therefore, students should receive formal training on multicultural education and diversity awareness to be better prepared to handle interpersonal and professional responsibilities.    

    Athletic training is now recognized as an allied health profession (National Athletic Trainers’ Association, 2007).  Athletic training educators need to be aware of the overall scope of the educational mission.  Educators should not only teach the aspects of athletic training necessary for passing the certification exam, but also prepare students to understand issues of race, discrimination, identity, and diversity.  Athletic training educators need to provide sensitivity training and sociocultural awareness according to the 2007 NATA Athletic Training Educational Competencies.  Salili and Hoosain (2001) state that including multiculturalism in athletic training teaches students to accept, understand and appreciate culture, race, social class, religion, and gender differences and instills in them during their formative years a sense of responsibility and commitment to work toward the democratic ideals of justice, equality, and democracy. 

    Geisler (2003) recommended that two questions: “How might your personal cultural perspective affect your practice as an athletic training professional?” and “How might athletes from different cultural backgrounds interpret your language, comments, and behavioral patterns?” be included in didactic and clinical learning experiences for athletic training students.  The purpose of this paper was to examine how athletic training students answered the two questions.

     

    Methods

    From 2003 to 2006, graduate athletic training students (N=74) enrolled in a Pedagogy class from the Athletic Training Education Program at California University of Pennsylvania were asked to observe their work setting for two weeks to identify issues in diversity and respond to the two previously stated questions.  At the start of the two weeks, material (Davis, 2001) was presented to help students increase their awareness of matters that are particularly sensitive for women and students of color.  Students also participated in diversity activities, discussed teaching strategies to address diversity, and wrote a paper on diversity issues they experienced during their undergraduate education.  One activity required students to reflect on understanding their own cultural perspective.  They must first understand themselves before they can respond to how their culture affects their behavior and how athletes may interpret their behaviors.  Some teaching strategies for diversity were recognizing biases or stereotypes, refraining from remarks that make assumptions, using correct terminology for ethnic and cultural groups, and treating each student with respect.

    Students were told to let their athletes know that racist, sexist, homophobic, and other types of discriminatory remarks were not acceptable.  For example, if a student made a discriminatory remark, the athletic training student was to promptly speak up and state “That is inappropriate language and not welcome here.”  Students and/or athletes need to know that disparaging comments would not be tolerated.  The graduate students worked 30 hours a week as an athletic trainer in either a high school or college setting.  They held an authoritative role and were responsible for the environment in their athletic training rooms.  After two weeks of observation, students submitted their responses to the two questions.  Data were analyzed qualitatively; whereby the results were analyzed for trends and/or themes (Patten, 2007).   

    Results

    Three themes emerged from the question: “How might your personal cultural perspective affect your practice as an athletic training professional?”  Sixty percent of the graduate students commented that their personal cultural perspective would have a positive affect on their practice as an athletic trainer.  They believed they were prepared to handle issues of racial, class, sexual, ethnic, and religious diversity.  Nineteen percent stated their practice as an athletic trainer may be affected because they may not understand an athlete’s culture.  Sixteen percent commented they may treat athletes in different ways due to prejudging individuals and/or a lack of diversity experience.  They may, without knowing, neglect their feelings.  Five percent did not answer the question.

    The following quotes were some of the responses to the first question:  “How might your personal cultural perspective affect your practice as an athletic training professional?”

    • In my culture it is believed that you should work through your own problems and be tough through pain.  I find that I may not be sympathetic to athletes that are more sensitive to pain.  Therefore, this attribute affects my ability to treat the athlete’s injury in a negative way.
    • At times as humans, we are drawn to those we feel most comfortable with and may tend to provide care for those individuals first.  We must make sure that we provide equal care to all athletes in need.  Care should be given first to those whose health needs are most critical.
    • It makes a big difference knowing your athlete and their social status.  I’m not saying to be nosey but just get the feel through observation.  It makes a big difference with how the athlete deals with serious injuries and their attitude towards rehabilitation.  You want to be able to talk to the athlete and understand their concerns and questions.  If the athlete trusts you and finds you as a role model then you have a better chance of getting successful results as far as rehabilitation is concerned.  It helps you make big decisions for the athlete and helps you interact with the person.  It’s all about the athlete feeling comfortable about being themselves with you.  Understanding different cultures can only further your professional background as an athletic trainer.

    Two themes resulted from the question: “How might athletes from different cultural backgrounds interpret your language, comments, and behavioral patterns?”  Most of the graduate students (58%) reported that athletes may interpret their language, comments, and behavior in a negative manner.  They stated that their actions and comments could be misinterpreted and they could not be certain they were understood.  Thirty six percent believed that athletes did not have problems interpreting their language, comments, and behaviors.  The question was not answered by 6% of the students. 

    The following quotes were some of the responses to the second question:  “How might athletes from different cultural backgrounds interpret your language, comments, and behavioral patterns?”       

    • Athletic trainers need to be extremely aware of what is being said in the athletic training room, on the playing field, and any other time athletes may be around.  Language that could offend another individual should not be used.  First, an athlete should feel comfortable around the athletic training staff.  If improper language is being used that individual may feel tentative around you.  This may also affect how the athlete trusts you as well.  Another reason that improper language should not be used is due to the fact that an athlete may not come to you when an injury occurs if he or she believes they will not receive the proper treatment due to their different background or lack of trust in you.
    • We must give instructions clearly and ask them for their feedback to ensure that they understand what we are trying to communicate.  Sometimes different words are used for different items, thereby causing a barrier of communication. 
    • During a college cross-country invitational, I was called over to care for a runner from Kenya.  He had intense pain in his lower back, and when I lifted up his shirt to look at his lower back, I saw a scar on the left side.  I asked him where he had gotten it, thinking in my head it was some type of surgery or previous injury, and he said, “hunting”.  To that reply I was confused and was not sure if I had heard him correctly so I asked him again.  His reply was the same, “hunting”.  At this point I could tell that he was starting to get a bit frustrated from the pain and from me not comprehending his previous injury, so I decided to inject a little bit of humor into the situation.  I asked him, “Were you hunting or were people hunting you?”  This being the most innocent of statements or I thought it was, he laughed.  I gave the athlete ice and a few instructions to follow.  The athlete was very polite when leaving and I got him to smile one last time.  I discussed the situation with another athletic trainer.  She told me how much fighting was over in Kenya at the time and he could have been “hunted”.  I felt terrible at the mistake I had made, but luckily for me, the athlete allowed me to indirectly learn something new about his culture without taking offense to my innocent comment.
    • Athletes from cultures placing a great amount of importance on showing respect may be somewhat insulted by the lack of respect in the behavior of some Americans.  Additionally, those from cultures in which women have little power or voice may not take kindly to the influence American women have on everything from day-to-day life to the economy.  For example, an athlete from this type of country may not be pleased with a female athletic trainer making the decision of who is ready to play and who is not.  Also, I tend to be rather laid back with a joking attitude.  Athletes from other cultures, especially when English is not their first language, may not understand and take comments personally or in a way other than how they are meant.
    • In the south home remedies are quite often used to treat illnesses and injuries.  I have found that mothers will often perform these remedies on their children while receiving treatment from us.  If you tell the mothers not to use the remedies they become irate and tell their children not to come back to us for treatment.  If you do not embrace their culture or understand their culture you are more likely not to have them adhere to your treatments.

    Differences in race, gender, social class, and sexual orientation are associated with power.  Prejudices may be reflected based on the norms of dominant groups.  Incidences of racial fear, discrimination, and avoidance still occur.  The following situations were reported:

    • Being an African-American female I am often a minority as an athletic trainer.  As a woman, at times it can be difficult to work with sexist male coaches especially in football.
    • The junior high football team was scheduled to play an away game.  The coach said that there was a good possibility that the game would be cancelled due to the fact that several of the parents didn’t want their children playing in the game because their opponents were primarily African American athletes.

    Discussion

    The topic of cultural diversity is complicated and some faculty and students are uncomfortable when discussing diversity issues.  A graduate student was told by his female soccer athletes that they thought he did not like them and he was always mad because of his facial expressions and body language.  He said he was very serious about his professionalism and he did not feel comfortable with the girls’ soccer team because they were always asking him personal questions.  At first he would ignore them because he was not sure how to respond.  After some time he started to talk with them, but shifted the conversations to more acceptable topics.

    There were times when individuals stated they were not being acknowledged.  Several female athletic trainers stated it was difficult to work with high school football coaches, especially if previous athletic trainers were male.  One female athletic trainer said the coaches would ask her male co-worker about the injuries.  The males dominated the discussion regarding care of the athletes. 

    A student believed that overall people tend to relate better with individuals having similar characteristics (i.e., gender, ethnicity, etc.).  It is important that athletic trainers do not show favoritism of one gender/race/religion over another.  They need to provide the same amount of individual attention with each athlete for treatments.  Athletes can sense little trends, like taping or taking care of one certain group of people before another.  These behaviors cause individuals to feel alienated.

    Graduate students believed that athletes may interpret their language, comments, and behavior in a negative manner because many of them came from a different geographical area (i.e. Japan, Texas, California, Northeast, and South).  The Japanese students commented it may take athletes longer to feel comfortable with them because of the language barrier.  One Japanese student stated that when he first came to the United States, he was not used to expressing his opinion; therefore, athletes could not understand him.  His communication improved over time.    

    Students commented that there were situations where they did speak up promptly to athletes who made offensive or insensitive remarks.  At one high school the athletic trainer heard students make racial comments when referring to athletes on the other teams.  He corrected them and let them know that those types of comments would not be tolerated in his presence.  He received feedback later that day that a student that heard him correct the athlete had told another student “hey, we don’t talk like that around here.”  Some of the athletes laughed as if to say “yea right,” but others responded seriously and agreed that too much of that goes on.  Sometimes it only takes one person to make a stand and others realize how offensive they may sound. 

    The graduate athletic training students may not have responded to offensive language if they had not received a lecture informing them to not allow that type of behavior in their work environment.  A small comment that is heard one day may mill around in the persons thoughts and affect them to a higher degree later. 

    No student commented on a homophobic situation.   Homophobia is not an issue people in sports want to address.  Student-athletes are hesitant to talk about homophobia for fear of having individuals believe they are associated with homosexuality (Hayes, 2001).  Sport remains an area where homophobic attitudes and behaviors are developed (Plummer, 2006).  There is still a ubiquitous stigma surrounding issues of lesbianism in women’s sport (Knight & Giuliani, 2003).  Female athletes continue to be confronted with the “the image problem” (i.e., that all female athletes are lesbians).  There is a belief in society that participating in sports will encourage homosexuality or even convert female athletes into lesbians.  The media often portray female athletes in traditionally feminine ways outside of their sport to overcompensate for their masculine behavior in their sport.   The media attempts to assure their fans that female athletes are heterosexual through coverage and photographs that portrays these women in a heterosexual manner.  Female athletes’ relationships with men and with their families are emphasized in pictures, articles, and television coverage.  Female athletes portrayed as heterosexual become more privileged and accepted than their athletic peers who do not adhere to these standards (Krane, 2001).

    Conclusion

    Diversity awareness and multicultural education need to be addressed somewhere in all curricula.  The main goal for teaching diversity awareness is to help students develop decision-making and social action skills so that they learn to view events and situations from a variety of perspectives.  If educators are going to take an active role in diversity awareness and multicultural education they need to engage in conversations regarding race, oppression, discrimination, and what is involved in participating in society.  Educators who want to promote social change and a better life for individuals must use meaningful education and start by questioning the understanding of the self.  This process improves self-awareness and helps individuals to identify their personal history, race, ethnicity, and culture.  After reflection of the self, educators are ready to use class activities that promote student dialogue, exploration, and sharing among classmates.  Exercises that allow students to elaborate on their cultural background will provide a grounded sense of interest and meaning.  For athletic training, diversity issues relative to practice of athletic training services can then be utilized in the curriculum when appropriate.

    Athletic trainers in the work environment who are unaware of issues associated with various ethnic groups, cultures, and religions could experience challenging and difficult moments.  On the other hand, if athletic trainers received diversity awareness training and/or multicultural experiences during their formal education years, the diversity challenges could be positive for all stakeholders.  The results for the assignment described in this paper identified that students reflected on their multicultural values, enhanced their awareness for diversity issues, and became cognizant of the need for professionalism with their language, comments, and behaviors in the athletic training environment.  A combination of lecture, activities, observation, and reflective discussion helped the students to be socially conscious and critically aware of their role in society.  Understanding other cultures is extremely important for how athletic trainers provide prevention, care, treatment, and rehabilitation for athletes.

    Abstract

    This article explores different senses of the concept of meaning in educational research, presenting ‘meaning’ as personal (the researcher’s quest for meaning through research), contextual (meaning in relation to linguistics and culture) and shared (through communication), offering illustrative examples from the literature and from her own work.

    Why Do We Perform Educational Research?

    When I was finishing my undergraduate degree in anthropology thirty years ago, the professor of our cultural anthropology course gave us a provocative assignment for our final paper. We were supposed to ask, and attempt to answer, one of the great, unanswered questions in cultural anthropology. Flirting with youthful cynicism on the one hand, and beginning a genuine search for meaning on the other, I entitled my paper, “One of the great, unanswered questions in cultural anthropology: Why are we doing this?” The details of my answer are long forgotten in the dustbin of essay history, but the gist of it was an attempt to find human significance in the description and analysis of cultures. Looking back, I blush at the naive presumption that I could answer such a question, but the question itself, “why are we doing this?” has recurred, sometimes at a hum and sometimes at a roar, for most of my professional life.

    Why, collectively, do we perform educational research? At first glance the answers seem clear. We want to learn about effective programs and teaching methods to help students learn. We want to discover relationships between variables in educational settings to plan interventions. We want to understand cultural contexts of schools to create schools that embody justice and reduce prejudice and inequality.

    From the individual researcher’s perspective we investigate topics about which we are curious or passionate; as well, we do research because it is an integral part of the academic role and a central factor in academic promotion. We may sometimes be paid or co-opted to do research in a setting that we did not choose out of personal-professional interest, but I think examination of most researchers’ work over years or decades will offer substantial revelation of what is important to those people. A researcher’s voyage may be long, the seas calm or stormy, the tides of circumstance insistent, but the journey is driven at least in part by the winds of ontological longing. Individually and collectively, we do educational research as part of a quest for meaning.

     

     

     

    Meaning is Personal

    Most difficult to define, what might be called ontological meaning involves the individual quest to find and make meaning in the daily activities of one’s life. It is the quest to answer the individual form of the question posed in my forgotten essay. Why am I doing this? Why am I living my life this way, taking this path and not some other? It may be a useful kind of reflection for a researcher to examine the motivations and turning points in his or her career trajectory. In my own case, since I came to live in Israel my quest for meaning has become sharper, more urgent, the motivation for doing research more keenly focused. Moving from crisis to tragedy to crisis in this tiny country, I want my work to mean something, to me, to my grandchildren, to others. For the first time, I am an outsider, trying to find my way in, rather than a native taking so much for granted. When I lived in Canada my concerns were related but different; in a less intense setting I sought through research to understand teachers’ knowledge and the nature of school culture. Now I ask, what happens in schools in this region? How do we teach about violence and non-violence, about respect, courage and difficult decisions? What is the role of schools in this regard, and can schools counteract other influences? At every stage human beings seek to animate the details of their lives with spirit, with connection. Amidst busy, sometimes stressful, sometimes mundane professional lives, perhaps fitfully but inexorably, we strive to place ourselves and our work in a context of meaning. We strive towards meaning like plants towards the sun.

    Viktor Frankl, who sought survival during his years in Auschwitz and meaning in the years after, wrote that “Man’s search for meaning is the primary motivation in his life and not a ‘secondary rationalization’ of instinctual drives. This meaning is unique and specific in that it must and can be fulfilled by him alone: only then does it achieve a significance which will satisfy his own will to meaning” (1984, p.121). While this struggle and this will are individual, meaning is not found in some existential vacuum, but in relation to others.

    Meaning is Contextual

     

    Linguistic meaning is the relation between meaning and language. Persons acting in a context use words in order to name objects and activities and to express thoughts; in order to communicate. We communicate our thoughts, ideas, intentions and feelings to others through speech and writing. Speech necessarily represents thought imperfectly. Vygotsky (1962) wrote that metaphorically, “A thought may be compared to a cloud shedding a shower of words. Precisely because thought does not have its automatic counterpart in words, the transition from thought to word leads through meaning” (p.150).  He further states that to understand other people’s speech we need to understand not only their words but their motivation. This comes about through knowing, and especially through being a part of, the context in which another’s words are spoken.

    Polanyi (1962, pp. 57-58) calls the kind of meaning that a context itself possesses existential; words (together with more complex entities such as concepts and theories) used in a cultural context have what Polanyi calls denotative or representative meaning. Wittgenstein, in his Philosophical Investigations (1953) makes it clear that language has no absolute meaning; the meaning of a word is found in its use. Dictionary definitions give a general set of accepted usages of a word, but nuances, subtle variations and colloquialisms may be understood only ‘in play’. According to Wittgenstein, the context of culture and activity within which a word is spoken, the ‘language game’ within which it is played, dictate its meaning in that setting.

    Closely related to linguistic meaning is conceptual meaning, the tacit understanding of concepts amongst participants in a culture, and upon which cultural knowledge is based. As Polanyi writes, “In learning to speak, every child accepts a culture constructed on the premises of the traditional interpretation of the universe, rooted in the idiom of the group to which it was born, and every intellectual effort of the educated mind will be made within that frame of reference” (1962, p.112). This important idea has many ramifications for educational research.

    One example of the contextuality of meaning can be found in the notions of professional and organizational culture. These are metaphoric senses of the term ‘culture’ (Alvesson, 1993). In this metaphoric way we speak of the different cultures of the school and the university. This conception has helped to shed light on some of the misunderstandings between teachers and researchers over central concepts like ‘knowledge’ (Kliebard, 1993; Page, Samson & Crockett, 1998), and led to serious attempts to map and define these different meanings in order to facilitate mutual understanding (Hiebert, Gallimore & Stigler, 2002).

     

    Conceptions of knowledge, like linguistic and conceptual meaning, are both personal and contextually based. In recent years some educational researchers have focused on epistemological meaning. This work has helped us understand how students’ views about what constitutes knowledge, and the boundaries between knowledge and belief, affect their learning (Alexander & Dochy, 1995; Alexander, Murphy, Guian & Murphy, 1998), as well as how teachers’ beliefs about knowledge affect their teaching. Whether a teacher sees knowledge as absolute or as constructed and reasoned, for instance, will profoundly affect the way that teacher teaches (Brownlee, 2001; Tsai, 2002).

    Context in Qualitative and Quantitative Research

     

    The notion of context is extremely important for educational researchers, who must pay attention both to contextual factors and to supra-contextual theoretical concepts and standardized variables. Quantitative and qualitative researchers face somewhat different challenges in this regard.

    Ethnographers need to capture and interpret what they hear and see in the field within the frame of reference of the participants. When ethnographic findings are disseminated, researchers must be vigilant in providing  ‘rich description’ (Geertz, 1973) of the context so as to convey as much as possible about the participants’ world. Finally ethnographers must, at least to some extent, ‘translate’ significant field references into theoretical terms in order to position findings in relation to previous research. If we do not attend carefully to participants’ meanings within their cultural context, we risk misunderstanding and misrepresenting them and producing inaccurate results.

    Quantitative researchers, on the other hand, need to design measures of constructs like anxiety, intelligence or satisfaction in order to provide accurate and relevant statistical results. This could mean designing context-sensitive instruments for research in a particular setting, or it could mean designing instruments that can produce meaningful and comparable results over many different contexts. A well-known example of this kind of challenge is the Organization for Economic Cooperation and Development’s PISA (Program of International Student Assessment) testing, which every three years tests students in industrialized countries (OECD, 2001, 2002). The year 2000 tests, despite measuring students in such diverse countries as the United States, Korea, Israel and Peru, produced comparable results because the tests were designed to assess literacy (not specific content knowledge) in reading, mathematics and science. The meaning of these results and the comparisons between them stand on the quality of the measures used and the extent to which the test designers succeeded in creating questions which were relevant to students in different cultural contexts.

    The PISA example also shows the interaction between qualitative and quantitative research. In Israel, whose results in all three tested areas were quite low, researchers and educators are now trying to understand the contextual factors at work in the Israeli education system in order to interpret the statistical results and plan programs for improvement.

    Some kinds of analytic work are not so directly context-dependent, but are based on logic of a kind generally shared across cultures. Mathematics offers the prime example of this shared logic. Analytical claims, like those made in mathematics, are verified through logic and agreed-upon rules. When we examine meaning as the validation of truth claims our focus is on the kinds of evidence offered as support for analytical, empirical and value claims. (Wilson, 1968, pp. 82-90). In educational research we are most concerned with empirical and value claims. Empirical claims are verified through the accumulation of appropriate and sufficient evidence in the world of experience; value claims (as opposed to statements of preference or attitude, which are not ‘true’ or ‘untrue’), while much more difficult to verify, also have an empirical basis. In general, to have meaning a statement must be true. But what is true? The kind of evidence needed to validate the truth of the empirical claim, “There are ten apples on the table” is different than the kind of the evidence needed to validate the value claim, “Apples are better than oranges”. Better how, first of all? Tastier (this is preference)? More nutritious (in terms of which nutrients, and for whom)? Giving a more cost- effective balance between production costs, nutrition and shelf life?

    We need empirical evidence to validate an empirical claim. This is a simple exercise in the case of a statement like “There are ten apples on the table”, but a complex enterprise indeed when the claim is that treatment or program X causes Y. Obviously the research ramifications of the search for empirical meaning include meticulous, systematic and repeated accumulation, analysis and interpretation of appropriate kinds of empirical evidence.

    Value claims, such as those we make in program evaluation and evaluation of students, are based on a shared set of criteria and accumulated empirical evidence. In education we might say that constructivist science teaching is the best approach, that we should teach non-violent ways of conflict resolution, or that it is right to include a reflective component in teacher education. Underlying all of these statements is some shared set of criteria about what is valuable. If it is right or worthwhile to include a reflective component in teacher education, it is because we have generally agreed that we want teachers to reflect on their experience, rather than, or in addition to, learning methods and theories through practice, repetition and memorization. Having generally agreed upon these valued traits and this notion of knowledge development we then, through research, accumulate considerable evidence about teachers’ learning, until we reach a point where we can verify that including a reflective component in teacher education does lead to the development of these valued traits.

    To summarize these last ideas, meaning as verification of truth claims involves logic and methods which may not be strongly contextual, but the values underlying such claims, and the motivation for researching certain questions, do spring from context.

     

    Meaning is Shared

    Obviously these different senses of meaning are interdependent. My personal desire to find meaning in my work leads me to do educational research, usually into questions that touch my life in some way. I try to delve into the context and culture of those I study, in order to understand their meanings rather than imposing my own. I try to make visible to my students and to those I meet as a researcher my own meanings, based as they are in my own history. I work from the linguistic, conceptual and epistemological structures that I have acquired as a Canadian, a teacher, an academic and researcher, and an immigrant to a different country and culture. My goal is not only to satisfy my own quest for meaning, but to learn from those I come to know in the context of research, and to communicate in terms that are authentic, accurate and understandable to my colleagues and others. Meaning, finally, is shared. In Martin Buber’s analysis, “The fundamental fact of human existence is neither the individual as such nor the aggregate as such. Each, considered by itself, is a mighty abstraction. The individual is a fact of existence in so far as he steps into a living relation with other individuals. The aggregate is a fact of existence in so far as it is built up of living units of relation. The fundamental fact of existence is man with man” (1971, p.244).

    What does this mean in terms of educational research? At its most basic level, perhaps only that each of us remember to raise our heads above the waters of pressure, stress, competition, ego and habit, to ask ourselves how we are utilizing our own unique situation and set of talents to contribute in some way to knowledge, understanding and communication. This kind of grounding connects us both with the still, small voice of Buber’s I, and with the thou of our research subjects, colleagues and students. Meaning is personal, but personal meaning is realized through connection with other travelers on the road.

    In terms of the conduct of our research, it means care, honesty, rigor, time and patience, with our methods of data collection and analysis, our interpretations and our language. These things apply equally, though with differing details, to radical post-modernist feminist researchers and to positivist statisticians.

    Why are we doing this, after all? Surely it is to fulfill our individual strivings for meaning through contributing to and connecting with diverse communities of researchers, teachers and learners, and with the disenfranchised. The quest for meaning is like a lamp, illuminating the passages and turning points as we make our way through complex and diverse settings, questions, methods and bodies of knowledge.

    Arachnophilia is a customizable HTML and java-script editor. The
    author, Paul Lutus of Port Hadlock, Washington, offers Arachnophilia 
    as Careware. The user receives the program in exchange for "caring," 
    everything from doing a good deed to refusing to whine--a worthwhile 
    exchange for anyone.  For more information, see Lutus' website at

    I have used Arachnophilia as my default editor for several years now. 
    While Front Page and other programs offer WYSWIG HTML generation, I find 
    that I still prefer working at the command line. Maybe it is because of my 
    MSDOS command line roots, or maybe I just prefer the added flexibility that 
    working at the command level gives. In the fall of 1997, I took an online 
    course in web course development through Asynchronous Learning Networks (ALN), 
    where I learned to use Front Page for the first time. While I like many of 
    the features of Front Page 97, especially the support for CGI, I find that 
    I still prefer Arachnophilia to the internal HTML editor provided
    with Front Page. The Arachnophilia Help file includes a section on using
    Arachnophilia with Front Page. I also use Arachnophilia to 
    "clean-up" documents that I have fast-formatted with my word-processor 
    (I use WordPerfect 8.0). 
    
    One of the nicest things about Arachnophilia for me is the ability 
    to create personalized toolbars that can paste in often-used commands or 
    sequences of text.  Users can create Arachnophilia toolbars using 
    the toolbar editor available from the Tools option on the menu bar. I have 
    created toolbar buttons for mailto links as well as for pasting complicated 
    chunks of code. Another useful feature for me is the ability to make global 
    changes to all open documents. If I make a major change to my directory 
    structure, I can open all my files, then search for the old directory entry
    and replace it with the new in all the open files. Other nice features 
    include automatic conversion of RTF documents to HTML format, the ability 
    to configure up to 26 keyboard macros, power undo, tag coloring, and an 
    option to beautify the script. 
    
    For new users, Arachnophilia includes tutorials for creating that 
    first web page while more experienced users can benefit from tutorials 
    on java-script. 
    
    If you are looking for a free HTML editor, I highly recommend Arachnophilia.

    Abstract

    Computer Literacy courses are offered by many colleges and universities and are often taken by students from various academic majors. Since the course may be unlike others in their major, students may be unfamiliar with strategies that may be useful for learning these concepts. Participants (n=291) completed a survey consisting of course-related selected-response questions, questions adopted from the Motivated Strategies for Learning Questionnaire (MSLQ), and open-ended questions focusing on their study habits. Results indicated several strategies strongly related to success as indicated by course grade.

    Introduction

    Research has shown that self-regulated learning is an important aspect of student academic performance in the classroom. Students practicing self-regulation behaviors initiate and direct their own efforts to acquire knowledge and skill rather than relying on teachers, parents, or others. In general, self-regulated learning consists of three essential elements: commitment to academic goals, self-efficacy perceptions, and self-regulated learning strategies (Zimmerman, 1989).

    Student academic goals are the underlying reasons for students’ learning behaviors and are most often described as either mastery or performance goals (Ames, 1992; Urdan, 1997). Students possessing mastery goals are considered to be intrinsically motivated, primarily focusing on learning or mastering course material. These students often seek out challenging assignments, put forth more effort to learn the material and tend to use more effective learning strategies while studying. In contrast, students with performance goals are considered to be extrinsically motivated and tend to focus on the outcome of their learning. They are primarily interested in earning a good grade in the course, or gaining social esteem (Pintrich, 1995). Extrinsically motivated students oftentimes use less effective learning strategies (Meece, Blumenfeld & Hoyle, 1988).

    Self-efficacy is the student’s beliefs about his or her ability and not only influences the type of goals students set for themselves but can also influence an individual’s willingness to attempt a particular task, the level of effort employed, and persistence in accomplishing the task (Bandura, 1986; Pintrich, 1995). Lack of self-efficacy has also been associated with the debilitating affect of high test-anxiety (Pajares, 2002).

    Self-regulation also consists of students’ use of learning strategies, such as organizing and applying new information, self-monitoring one’s performance, seeking assistance, and managing time and student environments (Pintrich, Smith, Garcia & McKeachie, 1991; Zimmerman, 1989). Students’ use of self-regulated learning strategies depends not only on their knowledge of strategies but also on their academic goals and self-efficacy perceptions. Students with learning goals tend to use deep processing strategies that enhance their understanding of concepts (Pintrich & Garcia, 1994). Conversely, students with performance goals, tend to use strategies that promote only short-term and surface level processing, like memorizing and rehearsing (Weinstein, Husman & Dierking, 2000).

    Much of the previous research on self-regulated learning has indicated that self-regulatory processes are linked with content domains, and individuals learn how to apply these skills in a given learning or applied context (Kiewra, 2002; Zimmerman, 1998). Determining specific self-regulation processes associated with successful learning in particular content domains is an important next step in this line of research.

    Computer Literacy courses are offered by many colleges and universities and are often taken by students from various academic majors. For many students, this course is a requirement of their degree programs. For others, importance and applicability of content information are influential factors. Since these courses are very prevalent and the content a necessity to many students, it is therefore important to determine the relationship of motivation and learning strategies affecting learning and performance. This information may then be used to improve student success in future courses.

    The purpose of this study was to determine the relationship among students’ reports about their goal orientation, self-efficacy and self-regulated strategy use and their academic performance in a Computer Literacy course as indicated by course grade. Also investigated were students’ reports about their most preferred and utilized study techniques and the techniques they used to monitor their learning in this course.

    Methodology

    Participants were students in a general studies Computer Literacy course at a large university in the southwest. Of the 291 participants, 193 were female and 98 male. The majority of participants were education (27%), communication (18%), or broadcasting (11%) majors. In total, 26 different academic majors were represented. Four percent were freshman, 27% sophomores, 47% juniors, 21% seniors, and 1% graduate students. Students ranged in age from 18 to 50 years, with an overall average age of 22.

    The course was a multi-section course, consisting of a lecture class and lab. The lecture portion met in a large lecture hall twice a week for 50 minutes, while the lab section met in a PC computer lab once a week for a period of one hour and 50 minutes. Data were collected at the end of the fall semester. Participation was voluntary.

    Materials

    The participants completed a three-part survey. The first section included demographic questions as well as selected-response questions regarding the lowest grade they would be happy with in this course, how many hours a week they study, and their reasons for enrollment. The second section included 73 motivation and learning strategies questions adopted from the Motivated Strategies for Learning Questionnaire (MSLQ) (Pintrich et.al., 1991). The motivation section of the MSLQ consists of six sub-scales and the learning strategy section consists of nine sub-scales. Students rate themselves on a 7-point Likert scale (1 = not true of me, to 7 = very true of me). The third section consisted of two selected-response and six open-ended questions focusing on student study habits.

    Data Analysis

    Using the method developed by Pintrich et.al. (1991), the MSLQ sub-scale scores for each participant were constructed by taking the mean of the items that make up that scale. Multiple regression analysis for two unordered sets of predictors was used to evaluate how well the use of specific motivation and learning strategies predicted course grade. Responses to open-ended questions were analyzed and categorized by discernable themes. Responses to the selected-response questions were compiled and summarized by frequency of occurrence.

    MSLQ Results

    In response to the sub-scale items on the motivation scale, participants rated extrinsic goal orientation and self-efficacy fairly high. The mean response score for the Extrinsic Goal Orientation sub-scale was 5.0 and Self-Efficacy for Learning and Performance was 5.3. Additionally, participants appear to not worry about course tests, as indicated by a mean response score of 3.8 on the Test Anxiety sub-scale.

    There were four items on the Extrinsic Goal Orientation sub-scale, with three items focusing on importance of course grades and one item focusing on the approval of others. Mean response scores for each of the three items asking students to rate the importance of earning high course grades were fairly high, with each item mean score over 5.0.

    There were eight items on the Self-efficacy for Learning and Performance sub-scale, with five items focusing on the students’ judgment about their ability to accomplish tasks for this course, and three items focusing on the students’ expectation for success in the course. Mean response scores for items focusing on the students’ beliefs about being able to accomplish course tasks were positive and ranged from 4.7 to 6.1. These items asked students to rate their beliefs in their ability to understand both basic and complex course material, and their confidence in performing well on course assignments and tests. Mean response scores for the items focusing on the students’ expectancy for success were also very positive and ranged from 5.1 to 5.6. These items asked students to rate their beliefs on being able to earn an excellent grade, and overall ability to do well in the course.

    There were five items on the Test Anxiety sub-scale, with three items focusing on worry or negative thoughts during test taking and two items focusing on physiological arousal aspects of anxiety, such as upset feelings, and rapid heart beat. The mean response scores for items focusing on worry were approximately at the mid-point, ranging from 3.2 to 4.2. These mean scores seem to indicate that students were not worrying about the possibility of poor performance during test taking. The mean response scores for items focusing on physiological aspects of anxiety were 3.6 and 4.2. These mid-range mean scores indicated most students were not upset nor had uneasy feelings during test taking.

    In response to sub-scale items on the learning strategy scales, participants rated elaboration fairly high and peer learning fairly low as indicated by the Elaboration and Peer Learning sub-scale mean scores. The mean scores for the Elaboration sub-scale was 4.21 and Peer Learning was 3.06.

    There were six items on the Elaboration scale all focusing on study techniques that help students integrate and connect new information with prior knowledge. Mean response scores for these items ranged from a low mean score of 3.0 to a fairly high mean score of 5.0. The mean response score for the item asking students whether they write brief summaries of course readings had a low score of 3.0, indicating most students did not use this study technique. The remaining items on this sub-scale asked students if they try to connect the information learned in this course to prior knowledge or to other courses had higher scores of 4.2 to 5.0, indicating many students used these methodologies when studying.

    There were three items on the Peer Learning scale focusing on whether students worked with classmates to complete assignments or enhance their understanding of course content. Mean response scores for all three items were fairly low, ranging from 3.3 to 3.8. These low scores seem to indicate students did not prefer to work with classmates in order to learn course material.

    Relationships Between Strategies and Course Grade

    The range of final course grades was from A through E. Final course grades resulted in the following distribution: A = 65 (22%), B = 120 (42%), C = 75 (26%), D = 24 (8%), and E = 7 (2%).

    Two multiple regression analyses were conducted to predict final course grade from students’ self-reported motivation and learning strategies. One analysis included the six motivation strategies as predictors (intrinsic goal orientation, extrinsic goal orientation, task value, control of learning beliefs, self-efficacy and test anxiety). The second analysis included the seven learning strategies as predictors (elaboration, organization, critical thinking, metacognition, environment regulation, effort regulation, and peer learning). The regression equations for both the motivation strategies and the learning strategies were significant. Of the motivation components, extrinsic goal and self-efficacy were positively related to course grade, while test anxiety was negatively related. Of the learning strategies, elaboration was positively related and peer learning was negatively related to course grade.

    Student Responses to Study Habit Questions

    Students were also asked to respond to two selected-response questions and six open-ended questions focusing on their study habits. Not all participants answered all of the questions, possibly due to time constraints or lack of interest in responding.

    The first selected-response question asked students if they studied differently for this course than for their other courses. Of the 150 participants responding, 78, or 52% circled “Yes” and 72, or 48%, circled “No”.

    The second question asked students who they thought has responsibility for their success in learning. Again, 150 students responded. The majority of students, 119, or 79% circled “I am” indicating personal responsibility, 12, or 8%, circled “My instructor”, and 19, or 13% wrote in that both they and the instructor are responsible for their learning.

    The first open-ended item asked students to list two ways they studied for this course. Reading the text and notes was the most frequently listed study technique, with 106 responses or 47%, followed by applying information learned in lecture to the lab class, with 51 responses, or 23%. Studying with peers was listed only 9 times, or 4%.

    The second open-ended question asked students to list two ways they studied for other courses. Again, the most frequently listed study technique mentioned by students was reading the text and notes, with 115 responses, or 56%. The next most frequently occurring response was outlining readings, listed 31 times, or 15%. Studying with peers was listed 21 times, accounting for 10% of the responses.

    The third open-ended question asked students to describe how they check their understanding of the course material. Thirty-two students, or 30%, indicated that applying the lecture information by working on the computer helped them to determine their understanding of the material, 29 students, or 28%, stated they quizzed themselves, and 16, or 15%, stated they didn’t check their understanding.

    The fourth open-ended question asked students what they considered their strength as a learner. In total, 108 students responded. Twenty-six participants, or 24% indicated their strength was their ability to memorize, 22 students, or 20%, stated that they were visual learners, and 19, students, or 18%, cited their ability to comprehend and understand.

    The fifth open-ended question asked students what they considered to be their weakness as a learner. Of the 77 students who responded, 33 students, or 43% indicated procrastination, lack of motivation and laziness, and 28, or 36% of students indicated they had a low attention span.

    The final open-ended question asked participants what they thought would help them to become a better learner. Of the 97 students that responded, 23, or 24%, indicated a study schedule would be helpful, 23 indicated they needed to be more disciplined, 17, or 18%, stated that they needed more real world applications, and 14 students, or 14%, needed more time in their daily lives to dedicate toward school.

    Student Responses to General Course Questions

    Participants were also asked to respond to a series of selected response questions regarding the lowest grade they would be happy with, and how many hours a week they study for this course. They were also asked to respond yes or no to a series of nine items aimed at discovering their reasons for taking this course.

    All participants wanted to earn a grade higher than C. For each student, actual grade earned was compared to their lowest grade acceptable. In total, 156 students, or 54%, earned the grade they indicated would be the lowest grade acceptable, 104 students, or 36% earned a grade lower than that which was acceptable, and 30 students, or 10%, earned a grade higher than their lowest grade acceptable.

    Participants were also asked how many hours a week they study for this course. In general, 206 students, or 71%, indicated they studied between one to three hours per week, and 37 students or 13% indicated that they studied four to six hours per week. Forty students, or 14%, responded that they did not study at all for this course.

    The last question asked students about the reasons they had for taking this course. The responses indicated most students, 248 or 85%, thought this course would be helpful in other courses, and for 233 students, or 80%, this course was a requirement of their academic major. Many students, 211, or 73% felt the course would improve their academic skills and 205 students, or 70%, felt the course would improve their career prospects. One hundred ninety-one students, or 66%, took the course because the content seemed interesting.

    Discussion

    The results portray a complex combination of the motivation and learning strategies utilized by college students in a Computer Literacy course. Overall, the results appear to indicate that these students held both extrinsic and intrinsic goal orientations concurrently. For many students, earning a high grade was important, and many took the courses because the content seemed valuable and interesting. These students also reported they have both high self-efficacy and low test-anxiety, they utilized elaboration learning strategies and prefer to not study with classmates. Approximately half of the students earned the grade they indicated was the lowest grade acceptable to them, but about one-third earned a poorer grade than the lowest grade acceptable to them. The majority of students reported that they spent between one and three hours per week studying for this course, however, many indicated that more discipline and a study schedule would help them become better learners.

    In terms of achievement goals, findings indicated extrinsic goal orientation was positively related to course grade. This finding is similar to results from a previous study focusing on college students’ goal orientations and use of self-regulation strategies in the classroom. In their study, Pintrich & Garcia (1994) found that having an extrinsic goal orientation, such as commitment to earning high grades, may actually help students focus not only on learning course material, but may also help maintain their self-efficacy.

    In the current study, self-efficacy was also positively related to course grade. From this finding, it appears students had a combination of extrinsic goal orientation and high self-efficacy, which may have caused persistence in learning course material to achieve their desired academic goal.

    Self-efficacy beliefs also influence the amount of stress and anxiety individuals experience as they engage in a task and the level of accomplishment they realize. Students reported high self-efficacy beliefs, therefore, it is not surprising they also indicated they had low-test anxiety. Individuals with a strong sense of competence approach difficult tasks as challenges to be mastered rather than dangers to be avoided (Pajares, 1997).

    Student selection of learning strategies used to accomplish a task is also dependent on both goal orientation and self-efficacy. In the current study, the learning strategy of elaboration was positively related to course grade. Results from research by Pintrich and Garcia (1994) found that students with either intrinsic or extrinsic goal orientations both reported substantial use of cognitive and self-regulated learning strategies, such as elaboration and organization. It appears a high level of concern for grades may actually lead to better cognitive engagement.

    Interestingly, results of the current study also indicated students’ valued information they were learning. Though intrinsic goal orientation was not significantly related to course grade, student responses to items focusing on their reasons for taking the course indicated a majority of students enrolled because the course material was interesting. Students who enroll in courses because the content is interesting or enjoyable are intrinsically motivated (Ryan & Deci, 2000). Based on these findings it appears students in this course had a combination of intrinsic and extrinsic goal orientations.

    Another characteristic of extrinsically motivated students is their desire to demonstrate ability, or hide their perceived lack of ability. The fear of appearing incompetent can cause students to use behaviors they feel might protect their sense of self-worth (Newman, 2002). Results of the current study indicated peer learning was negatively related to course grade.

    Also investigated were the reported study techniques utilized by students, and what they felt would help them become more successful in their learning. Interestingly, approximately half the students indicated they study the same way for this course as they do their other courses, and half stated they study differently. Results from previous research have indicated that the use of various learning strategies may be conditional and contextualized. Students, therefore, need to understand situations when certain learning strategies may be more or less effective (Kiewra, 2002). When encountering a learning situation for the first time, students may not know how to think within that discipline. Pintrich (1995) suggests that in order for students to become successful self-regulated learners, teachers should help them become aware of how to think, learn and reason within the particular discipline. Perhaps this would be beneficial for students in Computer Literacy courses.

    In order for students to be more successful in this course, learning techniques may need to be improved. The majority of students indicated they felt responsible for their success in learning, however, only half of them earned the grade that was the lowest acceptable, with one-third of students earning a poorer grade. Students also indicated they believed they could be more successful if they had a study schedule and more discipline. It may be beneficial, therefore, to provide students with appropriate strategies for learning course material and assisting them in establishing suitable study schedules.

    Conclusion

    This study investigated the use of motivational and learning strategies among students in a Computer Literacy course, and the relationship between their use of these strategies and their performance in the course, as indicated by course grade. Also examined were students’ study habits, desired course grade, and reasons for enrollment.  Students rated motivational strategies related to extrinsic goal orientation and self-efficacy quite highly. They also rated themselves as not very anxious about tests.  In terms of learning strategies, these students rated elaboration strategies highest and peer learning strategies lowest. 

    Though it appears that these students were extrinsically motivated, their responses to open-ended questions indicated that they were also intrinsically motivated. Their reasons for taking the course included not just that it was required, but that they were interested in the content, and that the course would help them in other courses, as well as improve their academic and career skills.

    While some of the students’ strategies seemed to help them earn their desired grade, many earned a grade that was lower. Over two-thirds of the students only studied one to three hours a week for the course, with 14% indicated they didn’t study at all.  Students’ own suggestions to remedy these results included aiding them in setting up study schedules. Other methods for assisting students in courses like these might include providing students practice with the study strategies, such as elaboration, which are most related to their success. Further investigations of students’ self-regulation and learning strategies can be expected to help college students such as these in achieving success in their college courses.

    Abstract

    The effects of mathematics anxiety and gender on attitudes toward mathematics were examined using the Attitudes Toward Mathematics Inventory (ATMI). A sample of 134 students enrolled in mathematics classes in a state university was asked to complete the ATMI. Data were analyzed using a multivariate factorial model. In this sample, the results showed that gender had no effect on attitudes toward mathematics, and gender and math anxiety had no influence on attitudes toward mathematics. There was an overall significant effect of math anxiety on self-confidence, enjoyment and motivation with large effect size. Students with no math anxiety scored significantly higher in enjoyment than students with high math anxiety. Students with little or no math anxiety scored significantly higher than students with some or high math anxiety in measures of self-confidence and motivation. Students with some math anxiety scored significantly higher in motivation than those with high math anxiety.

    Introduction

    It is indisputable that males have higher achievement in mathematics and higher levels of enrollment in mathematics courses (Hanna, 2003), but whether these results are caused by socialization factors or innate differences has been a matter of dispute. Gender differences in mathematics have long been explained as deficits, particularly inferior spatial visualization among girls (Collins & Kimura, 1997). Some presume this to be a sex-linked characteristic of females. Justification for this point of view is often based on deficits found in boys, such as higher levels of reading disabilities and attention deficit disorders, as well as the superiority of males on spatial tests (Nass, 1993; Nordvik & Amponsah, 1998). As a result, innate differences have long been used to explain the performance gap between the sexes. A report by the American Association of University Women (1992) blames achievement differences on differential treatment of girls in the classroom, curricula that either ignores or stereotypes women, and gender bias that undermines girls’ self-esteem.

    Boys and girls have similar mathematics and science proficiency scores on tests at the age of 9, but a gap begins to appear at around age 13, or at least this has been the pattern from 1973 to 1994 on the National Assessment of Educational Progress (NAEP). However, in 1994 there was no measurable difference in the math proficiency of 13-year-old boys and girls (Campbell, Reese, O’Sullivan, & Dossey, 1996). If there was a problem in spatial visualization or other innate sexual-biological traits explaining math differences, they suddenly cleared up about a decade ago.

    According to the Third International Math and Science Study (TIMSS) results, among participating countries, girls and boys had similar average mathematics achievement scores (U.S. National Research Center, 1996). However, on the NAEP, 17-year-old females have consistently scored lower, on average, than 17-year-old males, and in 1994, they were 5 scale-score points lower than males (Campbell et al., 1996). Even more interesting, average mathematics scores among 17-year-girls turned down between 1973 and 1982, but increased in 1994 to a level similar to the age cohort in 1973 (Campbell et al., 1996).

    Students who do well in mathematics have more positive attitudes about the subject, thus they are likely to take more courses and may perform better. Attitudinal research has been limited and instruments have been lacking, but generally the questions asked of students show mixed findings about 13-year-old boys and girls. Linn and Hyde (1989) reported that attitudes are more negative for girls earlier than age 13, but the Longitudinal Study of American Youth found no differences for 7th-grade students (Miller, Kimmel, Hoffer, & Nelson, 1999).

    Students’ attitudes are clearly important, but little is known about the factors that intervene to create significant differences. It is clear that career aspirations of boys and girls are quite different beginning around age 13, which must be explained by social and cultural factors, because girls at that age have virtually identical abilities in mathematics. Boys are twice as likely to say they want to become scientists or engineers, but girls express a preference for professional, business, or managerial occupations (U.S. Department of Education, 1990).

    Enrollment patterns of college undergraduates show that few students anticipate a career in science, mathematics or engineering, and very few major in mathematics, in fact, less than 1 percent of undergraduates (Haycock & Steen, 2002). The Conference Board of the Mathematical Sciences (Lutzer & Maxwell, 2000) showed that bachelor degrees granted in mathematics fell 19 percent between 1990 and 2000, although undergraduate enrollment rose 9 percent. Attitudinal research among college students has not been thoroughly investigated. This study was an effort to determine if there are gender differences in college, a level where there has been little research compared to that at the K-12 level.

    Method

    Subjects

    The subjects were 134 undergraduate students enrolled in mathematics classes at a state university in the southeast. Seventy-one subjects were male and 58 were female. Five participants did not report their gender. Approximately 80% of the sample was Caucasian and about 20% African-American. The ages of the sample ranged from 17 to 34. Ten participants did not report their ages. All subjects were volunteers and all students in the classes agreed to participate.

     

    Materials

    The Attitudes Toward Mathematics Inventory (ATMI) consists of 40 items designed to measure students’ attitudes toward mathematics (Tapia, 1996). The items were constructed using a Likert-format scale of five alternatives for the responses with anchors of 1: strongly disagree, 2: disagree, 3: neutral, 4: agree, and 5: strongly agree. Eleven items of this instrument were reversed items. These items were given appropriate value for the data analyses. The score was the sum of the ratings.

    A Student’s Demographic Questionnaire was also used. This questionnaire consisted of four questions. The purpose of these questions was to identify gender, age, ethnic background, and level of math anxiety. Level of math anxiety consisted of four levels (none, little, some, high).

    Exploratory factor analysis of the ATMI using a sample of high school students resulted in four factors identified as self-confidence, value, enjoyment, and motivation. Self-confidence consisted of 15 items. The value scale consisted of 10 items. The enjoyment scale consisted of 10 items. The motivation scale consisted of five items. Alpha coefficients for the scores of these scales were found to be .95, .89, .89, and .88 respectively (Tapia, 1996).

     

    Procedure

    The ATMI was administered to participants during their mathematics classes. Directions were provided in written form and students recorded their responses on computer scannable answer sheets.

    Results

    Tapia (1996) found a four-factor solution from an exploratory factor analysis with maximum likelihood method of extraction and a varimax, orthogonal, rotation. The names for the factors reported were self-confidence, value of mathematics, enjoyment of mathematics, and motivation. Based on that factor analysis, the 40 items were classified into four categories each of which was represented by a factor. A composite score for each category was calculated by adding up all the numbers of the scaled responses to the items belonging to that category. Cronbach alpha coefficients were calculated for the scores of the scales and were found to be .96 for self-confidence, .93 for value, .88 for enjoyment, and .87 for motivation.

     

    The data were analyzed by using multivariate factorial model with the four factors as dependent variables: (1) self-confidence, (2) value, (3) enjoyment, and (4) motivation and two independent variables: (1) gender and (2) level of math anxiety. Multivariate analysis of variance (MANOVA) was performed by using SPSS.

     

    Data were analyzed testing for interaction effect and main effect at the .05 level. Data analysis indicated that the two-way interaction effect of the two variables Gender*MathAnxiety on the four dependent variables self-confidence, value, enjoyment, and motivation was insignificant with small effect size (Wilks’ Lambda F = 1.117, p < .35, eta squared = .04). Hence, it was concluded that there was not enough evidence to indicate a two-way multivariate interaction. The results also showed that the main effect of gender was insignificant with small effect size (Wilks’ Lambda F= 1.018, p < .40, eta squared = .03), but the main effect of mathematics anxiety was significant with large effect size (Wilks’ Lambda F = 7.237, p < .00, eta squared = .19). So it was concluded that there was enough evidence to say that there was an effect of the variable level of math anxiety on the four dependent variables self-confidence, value, enjoyment, and motivation. Therefore, follow ups were conducted.

    Tests of between-subject effects showed that the effect of math anxiety to three of the four dependent variables was significant with large effect size. There was enough evidence to say that there was an effect of math anxiety on the variables self-confidence (F(3,121) = 31.158, p < .00, eta squared = .44), enjoyment (F(3,121) = 9.614, p < .00, eta squared = .19), and motivation (F(3,121) = 13.179, p < .00, eta squared = .25).

    Estimated marginal means in self-confidence were 62.96 (SD = 2.12) for students with no math anxiety, 57.64 (SD = 1.68) for students with little math anxiety, 48.89 (SD = 1.71) for students with some math anxiety, and 36.42 (SD = 2.16) for students with high math anxiety. Pairwise comparisons showed students with no or little math anxiety scored significantly higher in self-confidence than students with high math anxiety.

    In enjoyment estimated marginal means were 36.78 (SD = 1.49) for students with no math anxiety, 34.37 (SD = 1.19) for students with little math anxiety, 31.74 (SD = 1.20) for students with some math anxiety, and 26.08 (SD = 1.52) for students with high math anxiety. Pairwise comparisons showed students with no math anxiety scoring significantly higher in enjoyment than students with high math anxiety.

    Estimated marginal means in motivation were 17.06 (SD = 0.79) for students with no math anxiety, 16.14 (SD = 0.63) for students with little math anxiety, 13.65 (SD = 0.64) for students with some math anxiety, and 10.88 (SD = 0.80) for students with high math anxiety. In motivation pairwise comparisons showed students with no or little math anxiety scoring significantly higher in motivation than students with some or high math anxiety and students with some math anxiety scoring significantly higher than students with high math anxiety.

    Discussion

    With the multiple analysis of variance, one interaction and two main effects were found: (a) Gender did not have an effect on attitudes toward mathematics; (b) Different levels of math anxiety by gender classification had no effect on attitudes, (c) Levels of math anxiety had an effect on attitudes toward math, independent of gender, and (d) The level of math anxiety had an effect on measures of self-confidence, enjoyment, and motivation.

    Students with no math anxiety scored significantly higher in enjoyment than students with high math anxiety. Self-confidence was significant, with students having little or no math anxiety scoring significantly higher than students with some or high math anxiety. Motivation was also significant and had an inverse relationship: students having little or no math anxiety scored significantly higher than students with some or high math anxiety, and students with some math anxiety scored significantly higher than students with high math anxiety.

    Jordan and Nettles (1999), who analyzed data from the National Educational Longitudinal Study of 1988 (NELS), reported that girls had lower scores than boys on math in the12th grade, which is a pattern that exists in many other countries (Hanna, Kundiger, & Larouche, 1990). Numerous studies have shown that male achievement in math is higher (Entwistle, Alexander, & Olson, 1994; Gamoran, 1992; Callahan & Clements, 1984; Dossey, Mulis, Lindquist, & Chambers, 1988). Due to the fact that gender differences do not appear until around puberty, and they appear in several countries, the differences have often been attributed to innate biological differences, social factors, and anxiety among females (Callahan & Clements, 1984; Dossey et al., 1988). The logic has been that, because females take the same courses, learn under the same conditions, but have lower scores, must be intervening factors to explain the difference. One of the first studies about math anxiety was by Richardson and Suinn (1972), whose work drew attention to the problem. Since then, the literature has included results of studies about math anxiety and its effect on math achievement (Stent, 1977; Betz, 1978; Hembree, 1990). Research has shown that females, as a group, do not enjoy math and often see it as having little relationship to their lives or their futures (Fennema & Sherman, 1978). Females display more math anxiety than males in secondary school and college (Woodard, 2004).

    While girls at various ages may have cultural or social pressures that help shape their attitudes about mathematics as a subject of study or an element in a future career, results with this sample of college-age students showed that the main effect of gender was insignificant. From these results, we conclude that feeling good about mathematics is not related to gender among this group of college students, but rather it is likely to be something related to individual, personal experiences. While the literature has reported a high relationship between math anxiety and gender, in this sample of students it is clear that math anxiety is unrelated to gender.

    Abstract

    This study analyzed student perceptions of the academic and social relevance of service-learning pedagogy, and how teacher adherence to best practices in service-learning may influence those perceptions. A total of 566 students in 19 classes that incorporated service-learning at a large university participated in the study. Survey results indicated that participation in service-learning courses impacted student perceptions of course content relevance. Analysis also suggested that faculty understanding and sophistication regarding service-learning impacted student perceptions and that faculty training and adherence to best practices is essential.

    Introduction

    Hundreds of colleges and universities across the country have implemented service-learning courses seeking to improve student learning and social behavior skills. Indeed a significant body of research on service-learning indicates that service-learning is an effective tool for teaching academic course content as well as improving social behavior skills. Studies also suggest that effective service-learning pedagogy requires the adherence to best practices (Gibson, Kostecki, & Lucas, 2001; Katula & Threnhauser, 1999).Faculty training also appears to be an important ingredient in maximizing the impact of service-learning in college courses.

    Impact on Academic Performance

    A number of research studies demonstrate that service-learning improves students’ ability to learn academic content and complete course goals. Vogelgesang and Alexander (2000) at the Higher Education Research Institute at UCLA conducted a longitudinal study of 22,000 students attending a cross-section of national colleges and universities. The study found that students participating in service-learning experienced positive outcomes in three academic areas: critical thinking, writing skills, and college grade-point average. Using the same student database, Astin, Vogelgesang, Ikeda, and Yee (2000) found that more than 80% of the students reported that service-learning participation made them more interested in course material. The study corroborated other findings on service-learning’s impact on academic achievement (Akujobi & Simmons, 1997; Astin & Sax, 1998; Batchelder & Root, 1994; Eyler & Giles, 1999; Kendrick, 1996; Keyton, 2001; Melchior, 1999; Motoff & Roehlin, 1994; O’Hara, 2001; Osborne, Hammerich, & Hensley, 1998; Strage, 2000). 

    Impact on Social Behavior Skills

    An even larger body of research suggests that service-learning improves students’ social skills. Osborne et al. (1998) found that students demonstrated positive changes in social competency, perceived ability to work with diverse others, self-certainty, and improved self-esteem after participating in service-learning. Myers-Lipton (1996) concluded that students who participated in service-learning perceived themselves more positively in self-worth and social competency and were more prepared to work with diverse populations than students who did not participate in service-learning. Melchior and Bailis (2002) reviewed the findings of three major national service-learning initiatives and found that students who had participated in service-learning consistently felt more confident in their ability to identify issues, work with others, organize and take action, and build a commitment to civic participation. Similar results were found in studies by Astin (1996), Kendrick (1996), Payne (2000), Rockquemore and Schaffer (2000), and Yate and Youniss (1996).

    Characteristics of Effective Service-Learning Programs

    While no definitive list of best practices for service-learning exists, a review of the literature shows that certain key practices are consistently needed for an effective service-learning program. These best practices include: (1) service that is connected to the curriculum; (2) service involving a specific action;  (3) student reflection at the end of the service; (4) ongoing reflection throughout the course; (5) student’s choice in selecting the service; (6) student training in the service area; (7) student involvement for a minimum of 10 hours; (8) faculty training in the use of service-learning; (9) ongoing communication between the faculty member and community service-learning partner; (10) assessment to determine if program outcomes were achieved; and (11) recognition of student contributions. (Astin, Vogelgesang, Ikeda, & Yee, 2000; Cumbo & Vadeboncoeur, 1999; Gibson, Kostecki & Lucas, 2001; Giles & Eyler, 1994; Honnet & Poulen, 1989; Learn and Serve America, 2002; Shumer, 1967; Stukas, Clary, & Snyder, 1999; Vernon & Ward, 1999; Whitfield, 1999; Yates & Youniss, 1996).

    Methodology

    Participants

    Data for this study came from a survey that was administered to students in 19 service-learning classes taught by 10 faculty members at a large Western regional university. A total of 566 students completed the survey. The demographic profile of the sample was diverse. Racial backgrounds were identified as 3.4% African American; 10.8% Asian American; 48.7% Caucasian; 30.5% Latino/Mexican American, and 6.6% Native American, International Student, or Other. Women made up 72.8% and males made up 27.2% of the sample.  Age groups also varied, with 14.4% aged 17-19; 35.2% aged 20-22; 25% aged 23-25; 9.3% aged 26-28, and 16% aged 29 years or older. Class levels were 10.8% freshman; 7.2% sophomore; 28.7% juniors; 46.2% seniors and 7.1% graduate students.

    The nineteen courses were labeled A through S for comparison purposes and are listed below.

    A: upper division puppetry drama class

    B: upper division children’s theatre drama class

    C: lower division introduction to the university class

    D and J: upper division classes focusing on family communication

    E, O, P, and S: upper division classes on children and families in crisis

    F, G, and I: lower division small group communication classes

    H: upper division class in multicultural perspectives on children and families

    K: upper division business class

    L and M: upper division sociology classes

    N: graduate health science class

    Q: upper division social science parenting class

    R: upper division gerontology class.

    Procedure

    Faculty members teaching courses that included a service-learning component were asked to participate in the study. Interviews were conducted with individual faculty members prior to administering the survey. Each instructor was asked to self-report on how service-learning was incorporated in his or her course design. Surveys were administered to the students in each class section toward the end of the fall and spring semesters. A follow-up interview with each faculty member was conducted. Survey results were shared and discussed.

    Instrumentation

    Students were asked to respond to 15 statements relating to their service-learning experience using a five-point Likert scale. Responses ranged from strongly agree to strongly disagree. This instrument was designed by one of the authors by compiling common elements from prior service-learning studies (Driscoll et al., 1998; Furco, 2000; Shumer, Duttweiler, & Furco, 2000). Responses to each statement were tabulated and aggregated for the entire sample (N  =  566) by class section (k =.19) and six demographic factors (age, gender, ethnicity, class level, number of enrolled units, and number of hours of outside employment). For each of the 15 statements in the questionnaire, an asymptotic Kruskal-Wallis H-test was conducted to determine if the differences among the groups could be considered statistically significant or might be attributed to chance variation. [The Kruskal-Wallis H test is a non-parametric alternative to the One-Way ANOVA, and is typically used when dealing with ranked data. When the number of groups is more than three (k > 3) and the size of each group is larger than five (n[i] > 5) asymptotic test procedures are used to compute the test statistic (Mundry & Fisher, 1998)].

    Survey Results

    Overall survey results indicate that the majority of students surveyed appeared to find that the service-learning assignments increased the academic relevance and understanding of course content. Responding to the statement “the service-learning assignment helped me to see how the content of this course can be applied in everyday life,” 73.8% of the students agreed or strongly agreed. In response to the statement concerning whether or not the service-learning helped students “better understand the lectures and readings in the course,” a slight majority, 53.4%, agreed or strongly agreed.

    The service-learning assignments also appeared to increase social awareness for most students. In response to the statement “the service-learning assignment expanded my understanding of people in general,” 79.8% agreed or strongly agreed. An even higher percentage, 81.8%, agreed or strongly agreed with the statement “the service-learning assignment showed me how I can become more involved in my community.” In response to the statement “the service-learning assignment enabled me to learn more about diversity,” 73.2% of the students surveyed agreed or strongly agreed and, in response to the statement “the service-learning assignment helped me become more aware of the needs in my community,” 79.8% of the students agreed or strongly agreed.

    Students also appeared to perceive service-learning as a useful pedagogical methodology. Over half of the students, 56.1%, agreed or strongly agreed with the statement that “service-learning should be used in more classes.”  A high percentage of students, 71.3%, agreed or strongly agreed that “the service-learning assignment had positively impacted [their] self-esteem”.

    Based on information reported during instructor interviews, the service-learning best practices mentioned by each instructor for each course were recorded. While the original study was not designed to evaluate whether or not faculty adherence to best practices nor whether faculty training impacted student perceptions, a post comparison analysis was done.  Students in courses where faculty adhered to a greater number of best practices and had training in service-learning pedagogy tended to positively correlate with more favorable perceptions of the service-learning experience.

    Discussion

    Survey results indicated that participation in service-learning did positively impact students’ perceptions of academic relevance and understanding of content in these courses.  Students not only appeared to gain a clearer understanding of class assignments, but also reported seeing a connection between subject matter and everyday life.  These findings, consistent with previous research in service-learning, provide encouragement to instructors who want their students to understand the practical importance of the concepts they are learning.

    Student perceptions of the social relevance of course material were also impacted by participation in service-learning.  Students felt that they had learned more about diversity, expanded their understanding of people in general, become more aware of the needs of their community, had a clearer grasp of how they could become more involved in their community, and felt the experience had positively impacted their self-esteem.

    The information obtained by comparing student surveys with instructor self-reports suggested that there was a correlation between student perceptions and faculty utilization of best practices in service-learning. Students were more likely to agree or strongly agree with survey statements in courses in which instructors reported incorporating a large number of best practices, Student perceptions were more positive when instructors spent class time introducing students to the service ethic, had frequent class discussions that meaningfully connected course content with the service being performed, provided numerous opportunities for student reflection about the service-learning experience, required that students complete at least ten hours of service, and communicated regularly with the community service agencies.  Instructors in courses in which instructors reported incorporating fewer best practices in service-learning, students were less likely to agree or strongly agree with survey statements. These observations appear to reinforce the viewpoints of Katula and Threnhauser that service-learning is most effective when instructors contextualize and  “facilitate student comprehension of the intellectual basis and meaning of such experiences. (2001, p. 252).”  The authors agree that best practices can and should be utilized by all service-learning practitioners if students are to have an optimum learning experience.

    One of the most interesting observations to come out of this study was that there also appeared to be a correlation between student perceptions and faculty service-learning training. Students were more likely to agree or strongly agree with survey statements in courses that had instructors trained in effective service-learning pedagogy or instructors who were being mentored by individuals who had been trained. Knowledgeable service-learning practitioners were more likely to incorporate best practices such as having class requirements that included an orientation to the service setting and the nature of service-learning, provide an opportunity for the community based organization to formally assess student work, and formally recognize student contributions. Instructors in the courses in which students were less likely to agree or strongly agree with survey statements had received little or no formal training. These observations are also consistent with Katula and Threnhauser who argue that it is critical that “faculty are properly trained in the Principles of Best Practice (2001, p. 252).”   While a number of colleges and universities are providing faculty with instruction in the use of service-learning, the authors suggest that formal training be universal.  They also believe that a program that provides mentoring and ongoing assessment will provide maximum benefits to both students and instructors participating in service-learning. 

    Conclusion

    Student responses in this study substantiate previous research that found service-learning improved the academic and social relevance of course content for students. Perhaps even more important, the study suggests that if service-learning is going to have optimum impact on students, it must occur in classrooms where teachers are trained and successfully adhere to best practices in service-learning.

    A number of the instructors who participated in this study have subsequently received service-learning training and ongoing mentoring. Replicating the survey in the same courses with instructors who have been trained would provide insight as to whether or not faculty training changed student perceptions in those courses. Follow-up interviews with instructors would also provide information as to whether or not course design, implementation, and faculty satisfaction has changed subsequent to faculty training.

    Introductory Note

    John Henry Newman was born in London, February 21, 1801. Going up to Oxford at sixteen, he gained a scholarship at Trinity College, and after graduation became fellow and tutor of Oriel, then the most alive, intellectually, of the Oxford colleges. He took orders, and in 1828 was appointed vicar of St. Mary’s, the university church. In 1832 he had to resign his tutorship on account of a difference of opinion with the head of the college as to his duties and responsibilities, Newman regarding his function as one of a “substantially religious nature.”

    Returning to Oxford the next year from a journey on the Continent, he began, in cooperation with R. H. Froude and others, the publication of the “Tracts for the Times,” a series of pamphlets which gave a name to the “Tractarian” or “Oxford” movement for the defence of the “doctrine of apostolical succession and the integrity of the Prayer – Book.” After several years of agitation, during which Newman came to exercise an extraordinary influence in Oxford, the movement and its leader fell under the official ban of the university and of the Anglican bishops, and Newman withdrew from Oxford, feeling that the Anglican Church had herself destroyed the defences which he had sought to build for her. In October, 1845, he was received into the Roman Church.

    The next year he went to Rome, and on his return introduced into England the institute of the Oratory. In 1854 he went to Dublin for four years as rector of the new Catholic university, and while there wrote his volume on “The Idea of a University,” in which he expounds with wonderful clearness of thought and beauty of language his view of the aim of education. In 1879 he was created cardinal in recognition of his services to the cause of religion in England, and in 1890 he died. Of the history of Newman’s religious opinions and influence no hint can be given here. The essays which follow do, indeed, imply important and fundamental elements of his system of belief; but they can be taken in detachment as the exposition of a view of the nature and value of culture by a man who was himself the fine flower of English university training and a master of English prose.


    I. What Is A University?

    If I were asked to describe as briefly and popularly as I could, what a University was, I should draw my answer from its ancient designation of a Studium Generale, or “School of Universal Learning.” This description implies the assemblage of strangers from all parts in one spot; – from all parts; else, how will you find professors and students for every department of knowledge? and in one spot; else, how can there be any school at all? Accordingly, in its simple and rudimental form, it is a school of knowledge of every kind, consisting of teachers and learners from every quarter. Many things are requisite to complete and satisfy the idea embodied in this description; but such as this a University seems to be in its essence, a place for the communication and circulation of thought, by means of personal intercourse, through a wide extent of country.

    There is nothing far – fetched or unreasonable in the idea thus presented to us; and if this be a University, then a University does but contemplate a necessity of our nature, and is but one specimen in a particular medium, out of many which might be adduced in others, of a provision for that necessity. Mutual education, in a large sense of the word, is one of the great and incessant occupations of human society, carried on partly with set purpose, and partly not. One generation forms another; and the existing generation is ever acting and reacting upon itself in the persons of its individual members. Now, in this process, books, I need scarcely say, that is, the litera scripta, are one special instrument. It is true; and emphatically so in this age. Considering the prodigious powers of the press, and how they are developed at this time in the never – intermitting issue of periodicals, tracts, pamphlets, works in series, and light literature, we must allow there never was a time which promised fairer for dispensing with every other means of information and instruction. What can we want more, you will say, for the intellectual education of the whole man, and for every man, than so exuberant and diversified and persistent a promulgation of all kinds of knowledge? Why, you will ask, need we go up to knowledge, when knowledge comes down to us? The Sibyl wrote her prophecies upon the leaves of the forest, and wasted them; but here such careless profusion might be prudently indulged, for it can be afforded without loss, in consequence of the almost fabulous fecundity of the instrument which these latter ages have invented. We have sermons in stones, and books in the running brooks; works larger and more comprehensive than those which have gained for ancients an immortality, issue forth every morning, and are projected onwards to the ends of the earth at the rate of hundreds of miles a day. Our seats are strewed, our pavements are powdered, with swarms of little tracts; and the very bricks of our city walls preach wisdom, by informing us by their placards where we can at once cheaply purchase it.

    I allow all this, and much more; such certainly is our popular education, and its effects are remarkable. Nevertheless, after all, even in this age, whenever men are really serious about getting what, in the language of trade, is called “a good article,” when they aim at something precise, something refined, something really luminous, something really large, something choice, they go to another market; they avail themselves, in some shape or other, of the rival method, the ancient method, of oral instruction, of present communication between man and man, of teachers instead of learning, of the personal influence of a master, and the humble initiation of a disciple, and, in consequence, of great centres of pilgrimage and throng, which such a method of education necessarily involves. This, I think, will be found to hold good in all those departments or aspects of society, which possess an interest sufficient to bind men together, or to constitute what is called “a world.” It holds in the political world, and in the high world, and in the religious world; and it holds also in the literary and scientific world.

    If the actions of men may be taken as any test of their convictions, then we have reason for saying this, viz.: – that the province and the inestimable benefit of the litera scripta is that of being a record of truth, and an authority of appeal, and an instrument of teaching in the hands of a teacher; but that, if we wish to become exact and fully furnished in any branch of knowledge which is diversified and complicated, we must consult the living man and listen to his living voice. I am not bound to investigate the cause of this, and anything I may say will, I am conscious, be short of its full analysis; – perhaps we may suggest, that no books can get through the number of minute questions which it is possible to ask on any extended subject, or can hit upon the very difficulties which are severally felt by each reader in succession. Or again, that no book can convey the special spirit and delicate peculiarities of its subject with that rapidity and certainty which attend on the sympathy of mind with mind, through the eyes, the look, the accent, and the manner, in casual expressions thrown off at the moment, and the unstudied turns of familiar conversation. But I am already dwelling too long on what is but an incidental portion of my main subject. Whatever be the cause, the fact is undeniable. The general principles of any study you may learn by books at home; but the detail, the colour, the tone, the air, the life which makes it live in us, you must catch all these from those in whom it lives already. You must imitate the student in French or German, who is not content with his grammar, but goes to Paris or Dresden: you must take example from the young artist, who aspires to visit the great Masters in Florence and in Rome. Till we have discovered some intellectual daguerreotype, which takes off the course of thought, and the form, lineaments, and features of truth, as completely and minutely as the optical instrument reproduces the sensible object, we must come to the teachers of wisdom to learn wisdom, we must repair to the fountain, and drink there. Portions of it may go from thence to the ends of the earth by means of books; but the fullness is in one place alone. It is in such assemblages and congregations of intellect that books themselves, the masterpieces of human genius, are written, or at least originated.

    The principle on which I have been insisting is so obvious, and instances in point are so ready, that I should think it tiresome to proceed with the subject, except that one or two illustrations may serve to explain my own language about it, which may not have done justice to the doctrine which it has been intended to enforce.

    For instance, the polished manners and high – bred bearing which are so difficult of attainment, and so strictly personal when attained, – which are so much admired in society, from society are acquired. All that goes to constitute a gentleman, – the carriage, gait, address, gestures, voice; the ease, the self – possession, the courtesy, the power of conversing, the talent of not offending; the lofty principle, the delicacy of thought, the happiness of expression, the taste and propriety, the generosity and forbearance, the candour and consideration, the openness of hand; – these qualities, some of them come by nature, some of them may be found in any rank, some of them are a direct precept of Christianity; but the full assemblage of them, bound up in the unity of an individual character, do we expect they can be learned from books? are they not necessarily acquired, where they are to be found, in high society? The very nature of the case leads us to say so; you cannot fence without an antagonist, nor challenge all comers in disputation before you have supported a thesis; and in like manner, it stands to reason, you cannot learn to converse till you have the world to converse with; you cannot unlearn your natural bashfulness, or awkwardness, or stiffness, or other besetting deformity, till you serve your time in some school of manners. Well, and is it not so in matter of fact? The metropolis, the court, the great houses of the land, are the centres to which at stated times the country comes up, as to shrines of refinement and good taste; and then in due time the country goes back again home, enriched with a portion of the social accomplishments, which those very visits serve to call out and heighten in the gracious dispensers of them. We are unable to conceive how the “gentleman – like” can otherwise be maintained; and maintained in this way it is.

    And now a second instance: and here too I am going to speak without personal experience of the subject I am introducing. I admit I have not been in Parliament, any more than I have figured in the beau monde; yet I cannot but think that statesmanship, as well as high breeding, is learned, not by books, but in certain centres of education. If it be not presumption to say so, Parliament puts a clever man au courant with politics and affairs of state in a way surprising to himself. A member of the Legislature, if tolerably observant, begins to see things with new eyes, even though his views undergo no change. Words have a meaning now, and ideas a reality, such as they had not before. He hears a vast deal in public speeches and private conversation, which is never put into print. The bearings of measures and events, the action of parties, and the persons of friends and enemies, are brought out to the man who is in the midst of them with a distinctness, which the most diligent perusal of newspapers will fail to impart to them. It is access to the fountain – heads of political wisdom and experience, it is daily intercourse, of one kind or another, with the multitude who go up to them, it is familiarity with business, it is access to the contributions of fact and opinion thrown together by many witnesses from many quarters, which does this for him. However, I need not account for a fact, to which it is sufficient to appeal; that the Houses of Parliament and the atmosphere around them are a sort of University of politics.

    As regards the world of science, we find a remarkable instance of the principle which I am illustrating, in the periodical meetings for its advance, which have arisen in the course of the last twenty years, such as the British Association. Such gatherings would to many persons appear at first sight simply preposterous. Above all subjects of study, Science is conveyed, is propagated, by books, or by private teaching; experiments and investigations are conducted in silence; discoveries are made in solitude. What have philosophers to do with festive celebrities, and panegyrical solemnities with mathematical and physical truth? Yet on a closer attention to the subject, it is found that not even scientific thought can dispense with the suggestions, the instruction, the stimulus, the sympathy, the intercourse with mankind on a large scale, which such meetings secure. A fine time of year is chosen, when days are long, skies are bright, the earth smiles, and all nature rejoices; a city or town is taken by turns, of ancient name or modern opulence, where buildings are spacious and hospitality hearty. The novelty of place and circumstance, the excitement of strange, or the refreshment of well – known faces, the majesty of rank or of genius, the amiable charities of men pleased both with themselves and with each other; the elevated spirits, the circulation of thought, the curiosity; the morning sections, the outdoor exercise, the well – furnished, well – earned board, the not ungraceful hilarity, the evening circle; the brilliant lecture, the discussions or collisions or guesses of great men one with another, the narratives of scientific processes, of hopes, disappointments, conflicts, and successes, the splendid eulogistic orations; these and the like constituents of the annual celebration, are considered to do something real and substantial for the advance of knowledge which can be done in no other way. Of course they can but be occasional; they answer to the annual Act, or Commencement, or Commemoration of a University, not to its ordinary condition; but they are of a University nature; and I can well believe in their utility. They issue in the promotion of a certain living and, as it were, bodily communication of knowledge from one to another, of a general interchange of ideas, and a comparison and adjustment of science with science, of an enlargement of mind, intellectual and social, of an ardent love of the particular study, which may be chosen by each individual, and a noble devotion to its interests.

    Such meetings, I repeat, are but periodical, and only partially represent the idea of a University. The bustle and whirl which are their usual concomitants, are in ill keeping with the order and gravity of earnest intellectual education. We desiderate means of instruction which involve no interruption of our ordinary habits; nor need we seek it long, for the natural course of things brings it about, while we debate over it. In every great country, the metropolis itself becomes a sort of necessary University, whether we will or no. As the chief city is the seat of the court, of high society, of politics, and of law, so as a matter of course is it the seat of letters also; and at this time, for a long term of years, London and Paris are in fact and in operation Universities, though in Paris its famous University is no more, and in London a University scarcely exists except as a board of administration. The newspapers, magazines, reviews, journals, and periodicals of all kinds, the publishing trade, the libraries, museums, and academies there found, the learned and scientific societies, necessarily invest it with the functions of a University; and that atmosphere of intellect, which in a former age hung over Oxford or Bologna or Salamanca, has, with the change of times, moved away to the centre of civil government. Thither come up youths from all parts of the country, the students of law, medicine, and the fine arts, and the employes and attaches of literature. There they live, as chance determines; and they are satisfied with their temporary home, for they find in it all that was promised to them there. They have not come in vain, as far as their own object in coming is concerned. They have not learned any particular religion, but they have learned their own particular profession well. They have, moreover, become acquainted with the habits, manners, and opinions of their place of sojourn, and done their part in maintaining the tradition of them. We cannot then be without virtual Universities; a metropolis is such: the simple question is, whether the education sought and given should be based on principle, formed upon rule, directed to the highest ends, or left to the random succession of masters and schools, one after another, with a melancholy waste of thought and an extreme hazard of truth.

    Religious teaching itself affords us an illustration of our subject to a certain point. It does not indeed seat itself merely in centres of the world; this is impossible from the nature of the case. It is intended for the many, not the few; its subject matter is truth necessary for us, not truth recondite and rare; but it concurs in the principle of a University so far as this, that its great instrument, or rather organ, has ever been that which nature prescribes in all education, the personal presence of a teacher, or, in theological language, Oral Tradition. It is the living voice, the breathing form, the expressive countenance, which preaches, which catechizes. Truth, a subtle, invisible, manifold spirit, is poured into the mind of the scholar by his eyes and ears, through his affections, imagination, and reason; it is poured into his mind and is sealed up there is perpetuity, by propounding and repeating it, by questioning and requestioning, by correcting and explaining, by progressing and then recurring to first principles, by all those ways which are implied in the word “catechizing.” In the first ages, it was a work of long time; months, sometimes years, were devoted to the arduous task of disabusing the mind of the incipient Christian of its pagan errors, and of moulding it upon the Christian faith. The Scriptures indeed were at hand for the study of those who could avail themselves of them; but St. Irenaeus does not hesitate to speak of whole races, who had been converted to Christianity, without being able to read them. To be unable to read or write was in those times no evidence of want of learning: the hermits of the deserts were, in this sense of the word, illiterate; yet the great St. Anthony, though he knew not letters, was a match in disputation for the learned philosophers who came to try him. Didymus again, the great Alexandrian theologian, was blind. The ancient discipline, called the Disciplina Arcani, involved the same principle. The more sacred doctrines of Revelation were not committed to books but passed on by successive tradition. The teaching on the Blessed Trinity and the Eucharist appears to have been so handed down for some hundred years; and when at length reduced to writing, it has filled many folios, yet has not been exhausted.

    But I have said more than enough in illustration; I end as I began; – a University is a place of concourse, whither students come from every quarter for every kind of knowledge. You cannot have the best of every kind everywhere; you must go to some great city or emporium for it. There you have all the choicest productions of nature and art all together, which you find each in its own separate place elsewhere. All the riches of the land, and of the earth, are carried up thither; there are the best markets, and there the best workmen. It is the centre of trade, the supreme court of fashion, the umpire of rival talents, and the standard of things rare and precious. It is the place for seeing galleries of first – rate pictures, and for hearing wonderful voices and performers of transcendent skill. It is the place for great preachers, great orators, great nobles, great statesmen. In the nature of things, greatness and unity go together; excellence implies a centre. And such, for the third or fourth time, is a University; I hope I do not weary out the reader by repeating it. It is the place to which a thousand schools make contributions; in which the intellect may safely range and speculate, sure to find its equal in some antagonist activity, and its judge in the tribunal of truth. It is a place where inquiry is pushed forward, and discoveries verified and perfected, and rashness rendered innocuous, and error exposed, by the collision of mind with mind, and knowledge with knowledge. It is the place where the professor becomes eloquent, and is a missionary and a preacher, displaying his science in its most complete and most winning form, pouring it forth with the zeal of enthusiasm, and lighting up his own love of it in the breasts of his hearers. It is the place where the catechist makes good his ground as he goes, treading in the truth day by day into the ready memory, and wedging and tightening it into the expanding reason. It is a place which wins the admiration of the young by its celebrity, kindles the affections of the middle – aged by its beauty, and rivets the fidelity of the old by its associations. It is a seat of wisdom, a light of the world, a minister of the faith, an Alma Mater of the rising generation. It is this and a great deal more, and demands a somewhat better head and hand than mine to describe it well.

    Such is a University in its idea and in its purpose; such in good measure has it before now been in fact. Shall it ever be again? We are going forward in the strength of the Cross, under the patronage of the Blessed Virgin, in the name of St. Patrick, to attempt it.


    II. Site Of A University

    If we would know what a University is, considered in its elementary idea, we must betake ourselves to the first and most celebrated home of European literature and source of European civilization, to the bright and beautiful Athens – Athens, whose schools drew to her bosom, and then sent back again to the business of life, the youth of the Western World for a long thousand years. Seated on the verge of the continent, the city seemed hardly suited for the duties of a central metropolis of knowledge; yet, what it lost in convenience of approach, it gained in its neighbourhood to the traditions of the mysterious East, and in the loveliness of the region in which it lay. Hither, then, as to a sort of ideal land, where all archetypes of the great and the fair were found in substantial being, and all departments of truth explored, and all diversities of intellectual power exhibited, where taste and philosophy were majestically enthroned as in a royal court, where there was no sovereignty but that of mind, and no nobility but that of genius, where professors were rulers, and princes did homage, hither flocked continually from the very corners of the orbis terrarum, the many – tongued generation, just rising, or just risen into manhood, in order to gain wisdom.

    Pisistratus had in an early age discovered and nursed the infant genius of his people, and Cimon, after the Persian war, had given it a home. That war had established the naval supremacy of Athens; she had become an imperial state; and the Ionians, bound to her by the double chain of kindred and of subjection, were importing into her both their merchandise and their civilization. The arts and philosophy of the Asiatic coast were easily carried across the sea, and there was Cimon, as I have said, with his ample fortune, ready to receive them with due honours. Not content with patronizing their professors, he built the first of those noble porticos, of which we hear so much in Athens, and he formed the groves, which in process of time became the celebrated Academy. Planting is one of the most graceful, as in Athens it was one of the most beneficent, of employments. Cimon took in hand the wild wood, pruned and dressed it, and laid it out with handsome walks and welcome fountains. Nor, while hospitable to the authors of the city’s civilization, was he ungrateful to the instruments of her prosperity. His trees extended their cool, umbrageous branches over the merchants, who assembled in the Agora, for many generations.

    Those merchants certainly had deserved that act of bounty; for all the while their ships had been carrying forth the intellectual fame of Athens to the western world. Then commenced what may be called her University existence. Pericles, who succeeded Cimon both in the government and in the patronage of art, is said by Plutarch to have entertained the idea of making Athens the capital of federated Greece: in this he failed, but his encouragement of such men as Phidias and Anaxagoras led the way to her acquiring a far more lasting sovereignty over a far wider empire. Little understanding the sources of her own greatness, Athens would go to war: peace is the interest of a seat of commerce and the arts; but to war she went; yet to her, whether peace or war, it mattered not. The political power of Athens waned and disappeared; kingdoms rose and fell; centuries rolled away, – they did but bring fresh triumphs to the city of the poet and the sage. There at length the swarthy Moor and Spaniard were seen to meet the blue – eyed Gaul; and the Cappadocian, late subject of Mithridates, gazed without alarm at the haughty conquering Roman. Revolution after revolution passed over the face of Europe, as well as of Greece, but still she was there, – Athens, the city of mind, – as radiant, as splendid, as delicate, as young, as ever she had been.

    Many a more fruitful coast or isle is washed by the blue Aegean, many a spot is there more beautiful or sublime to see, many a territory more ample; but there was one charm in Attica, which in the same perfection was nowhere else. The deep pastures of Arcadia, the plain of Argos, the Thessalian vale, these had not the gift; Boeotia, which lay to its immediate north, was notorious for its very want of it. The heavy atmosphere of that Boeotia might be good for vegetation, but it was associated in popular belief with the dulness of the Boeotian intellect: on the contrary, the special purity, elasticity, clearness, and salubrity of the air of Attica, fit concomitant and emblem of its genius, did that for it which earth did not; – it brought out every bright hue and tender shade of the landscape over which it was spread, and would have illuminated the face even of a more bare and rugged country.

    A confined triangle, perhaps fifty miles its greatest length, and thirty its greatest breadth; two elevated rocky barriers, meeting at an angle; three prominent mountains, commanding the plain, – Parnes, Pentelicus, and Hymettus; an unsatisfactory soil; some streams, not always full; – such is about the report which the agent of a London company would have made of Attica. He would report that the climate was mild; the hills were limestone; there was plenty of good marble; more pasture land than at first survey might have been expected, sufficient certainly for sheep and goats; fisheries productive; silver mines once, but long since worked out; figs fair; oil first – rate; olives in profusion. But what he would not think of noting down, was, that that olive tree was so choice in nature and so noble in shape, that it excited a religious veneration; and that it took so kindly to the light soil, as to expand into woods upon the open plain, and to climb up and fringe the hills. He would not think of writing word to his employers, how that clear air, of which I have spoken, brought out, yet blended and subdued the colours on the marble, till they had a softness and harmony, for all their richness, which in a picture looks exaggerated, yet is after all within the truth. He would not tell, how that same delicate and brilliant atmosphere freshened up the pale olive, till the olive forgot its monotony, and its cheek glowed like the arbutus or beech of the Umbrian hills. He would say nothing of the thyme and thousand fragrant herbs which carpeted Hymettus; he would hear nothing of the hum of its bees; nor take much account of the rare flavour of its honey, since Gozo and Minorca were sufficient for the English demand. He would look over the Aegean from the height he had ascended; he would follow with his eye the chain of islands, which, starting from the Sunian headland, seemed to offer the fabled divinities of Attica, when they would visit their Ionian cousins, a sort of viaduct thereto across the sea; but that fancy would not occur to him, nor any admiration of the dark violet billows with their white edges down below; nor of those graceful, fanlike jets of silver upon the rocks, which slowly rise aloft like water spirits from the deep, then shiver, and break, and spread, and shroud themselves, and disappear, in a soft mist of foam; nor of the gentle, incessant heaving and panting of the whole liquid plain; nor of the long waves, keeping steady time, like a line of soldiery, as they resound upon the hollow shore, – he would not deign to notice that restless living element at all, except to bless his stars that he was not upon it. Nor the distinct detail, nor the refined colouring, nor the graceful outline and roseate golden hue of the jutting crags, nor the bold shadows cast from Otus or Laurium by the declining sun; – our agent of a mercantile firm would not value these matters even at a low figure. Rather we must turn for the sympathy we seek to yon pilgrim student come from a semi – barbarous land to that small corner of the earth, as to a shrine, where he might take his fill of gazing on those emblems and coruscations of invisible unoriginate perfection. It was the stranger from a remote province, from Britain or from Mauritania, who in a scene so different from that of his chilly, woody swamps, or of his fiery, choking sands, learned at once what a real University must be, by coming to understand the sort of country, which was its suitable home.

    Nor was this all that a University required, and found in Athens. No one, even there, could live on poetry. If the students at that famous place had nothing better than bright hues and soothing sounds, they would not have been able or disposed to turn their residence there to much account. Of course they must have the means of living, nay, in a certain sense, of enjoyment, if Athens was to be an Alma Mater at the time, or to remain afterwards a pleasant thought in their memory. And so they had: be it recollected Athens was a port, and a mart of trade, perhaps the first in Greece; and this was very much to the point, when a number of strangers were ever flocking to it, whose combat was to be with intellectual, not physical difficulties, and who claimed to have their bodily wants supplied, that they might be at leisure to set about furnishing their minds. Now, barren as was the soil of Attica, and bare the face of the country, yet it had only too many resources for an elegant, nay luxurious abode there. So abundant were the imports of the place, that it was a common saying, that the productions, which were found singly elsewhere, were brought all together in Athens. Corn and wine, the staple of subsistence in such a climate, came from the isles of the Aegean; fine wool and carpeting from Asia Minor; slaves, as now, from the Euxine, and timber too; and iron and brass from the coasts of the Mediterranean. The Athenian did not condescend to manufactures himself, but encouraged them in others; and a population of foreigners caught at the lucrative occupation both for home consumption and for exportation. Their cloth, and other textures for dress and furniture, and their hardware – for instance, armour – were in great request. Labour was cheap; stone and marble in plenty; and the taste and skill, which at first were devoted to public buildings, as temples and porticos, were in course of time applied to the mansions of public men. If nature did much for Athens, it is undeniable that art did much more.

    Here some one will interrupt me with the remark: “By the bye, where are we, and whither are we going? – what has all this to do with a University? at least what has it to do with education? It is instructive doubtless; but still how much has it to do with your subject?” Now I beg to assure the reader that I am most conscientiously employed upon my subject; and I should have thought every one would have seen this: however, since the objection is made, I may be allowed to pause awhile, and show distinctly the drift of what I have been saying, before I go farther. What has this to do with my subject! why, the question of the site is the very first that comes into consideration, when a Stadium Generale is contemplated; for that site should be a liberal and noble one; who will deny it? All authorities agree in this, and very little reflection will be sufficient to make it clear. I recollect a conversation I once had on this very subject with a very eminent man. I was a youth of eighteen, and was leaving my University for the Long Vacation, when I found myself in company in a public conveyance with a middle – aged person, whose face was strange to me. However, it was the great academical luminary of the day, whom afterwards I knew very well. Luckily for me, I did not suspect it; and luckily too, it was a fancy of his, as his friends knew, to make himself on easy terms especially with stage – coach companions. So, what with my flippancy and his condescension, I managed to hear many things which were novel to me at the time; and one point which he was strong upon, and was evidently fond of urging, was the material pomp and circumstance which should environ a great seat of learning. He considered it was worth the consideration of the government, whether Oxford should not stand in a domain of its own. An ample range, say four miles in diameter, should be turned into wood and meadow, and the University should be approached on all sides by a magnificent park, with fine trees in groups and groves and avenues, and with glimpses and views of the fair city, as the traveller drew near it. There is nothing surely absurd in the idea, though it would cost a round sum to realize it. What has a better claim to the purest and fairest possessions of nature, than the seat of wisdom? So thought my coach companion; and he did but express the tradition of ages and the instinct of mankind.

    For instance, take the great University of Paris. That famous school engrossed as its territory the whole south bank of the Seine, and occupied one half, and that the pleasanter half, of the city. King Louis had the island pretty well as his own, – it was scarcely more than a fortification; and the north of the river was given over to the nobles and citizens to do what they could with its marshes; but the eligible south, rising from the stream, which swept around its base, to the fair summit of St. Genevieve, with its broad meadows, its vineyards and its gardens, and with the sacred elevation of Montmartre confronting it, all this was the inheritance of the University. There was that pleasant Pratum, stretching along the river’s bank, in which the students for centuries took their recreation, which Alcuin seems to mention in his farewell verses to Paris, and which has given a name to the great Abbey of St. Germain – des – Pres. For long years it was devoted to the purposes of innocent and healthy enjoyment; but evil times came on the University; disorder arose within its precincts, and the fair meadow became the scene of party brawls; heresy stalked through Europe, and Germany and England no longer sending their contingent of students, a heavy debt was the consequence to the academical body. To let their land was the only resource left to them: buildings rose upon it, and spread along the green sod, and the country at length became town. Great was the grief and indignation of the doctors and masters, when this catastrophe occurred. “A wretched sight,” said the Proctor of the German nation, “a wretched sight, to witness the sale of that ancient manor, whither the Muses were wont to wander for retirement and pleasure. Whither shall the youthful student now betake himself, what relief will he find for his eyes, wearied with intense reading, now that the pleasant stream is taken from him?” Two centuries and more have passed since this complaint was uttered; and time has shown that the outward calamity, which it recorded, was but the emblem of the great moral revolution, which was to follow; till the institution itself has followed its green meadows, into the region of things which once were and now are not.

    And in like manner, when they were first contemplating a University in Belgium, some centuries ago, “Many,” says Lipsius, “suggested Mechlin, as an abode salubrious and clean, but Louvain was preferred, as for other reasons, so because no city seemed from the disposition of place and people, more suitable for learned leisure. Who will not approve the decision? Can a site be a healthier or more pleasant? The atmosphere pure and cheerful; the spaces open and delightful; meadows, fields, vines, groves, nay, I may say, a rus in urbe. Ascend and walk round the walls; what do you look down upon? Does not the wonderful and delightful variety smooth the brow and soothe the mind? You have corn, and apples, and grapes; sheep and oxen; and birds chirping or singing. Now carry your feet or your eyes beyond the walls; there are streamlets, the river meandering along; country – houses, convents, the superb fortress; copses or woods fill up the scene, and spots for simple enjoyment.” And then he breaks out into poetry:

    Salvete Athenae nostrae, Athenae Belgicae Te Gallus, te Germanus, et te Sarmata Invisit, et Britannus, et te duplicis Hispaniae alumnus, etc.

    Extravagant, then, and wayward as might be the thought of my learned coach companion, when, in the nineteenth century, he imagined, Norman – wise, to turn a score of villages into a park or pleasance, still, the waywardness of his fancy is excused by the justness of his principle; for certainly, such as he would have made it, a University ought to be. Old Antony – a – Wood, discoursing on the demands of a University, had expressed the same sentiment long before him; as Horace in ancient times, with reference to Athens itself, when he spoke of seeking truth “in the groves of Academe.” And to Athens, as will be seen, Wood himself appeals, when he would discourse of Oxford. Among “those things which are required to make a University,” he puts down,

    “First, a good and pleasant site, where there is a wholesome and temperate constitution of the air; composed with waters, springs or wells, woods and pleasant fields; which being obtained, those commodities are enough to invite students to stay and abide there. As the Athenians in ancient times were happy for their conveniences, so also were the Britons, when by a remnant of the Grecians that came amongst them, they or their successors selected such a place in Britain to plant a school or schools therein, which for its pleasant situation was afterwards called Bellositum or Bellosite, now Oxford, privileged with all those conveniences before mentioned.”

    By others the local advantages of that University have been more philosophically analyzed; – for instance, with reference to its position in the middle of southern England; its situation on several islands in a broad plain, through which many streams flowed; the surrounding marshes, which, in times when it was needed, protected the city from invaders; its own strength as a military position; its easy communication with London, nay with the sea, by means of the Thames; while the London fortifications hindered pirates from ascending the stream, which all the time was so ready and convenient for a descent.

    Alas! for centuries past that city has lost its prime honour and boast, as a servant and soldier of the Truth. Once named the second school of the Church, second only to Paris, the foster – mother of St. Edmund, St. Richard, St. Thomas Cantilupe, the theatre of great intellects, of Scotus the subtle Doctor, of Hales the irrefragable, of Occam the special, of Bacon the admirable, of Middleton the solid, and of Bradwardine the profound, Oxford has now lapsed to that level of mere human loveliness, which in its highest perfection we admire in Athens. Nor would it have a place, now or hereafter, in these pages, nor would it occur to me to speak its name, except that even in its sorrowful deprivation, it still retains so much of that outward lustre, which, like the brightness on the prophet’s face, ought to be a ray from an illumination within, as to afford me an illustration of the point on which I am engaged, viz., what should be the material dwelling – place and appearance, the local circumstances, and the secular concomitants of a great University. Pictures are drawn in tales of romance, of spirits seemingly too beautiful in their fall to be really fallen, and the holy Pope at Rome, Gregory, in fact, and not in fiction, looked upon the blue eyes and golden hair of the fierce Saxon youth in the slave market, and pronounced them Angels, not Angles; and the spell which this once loyal daughter of the Church still exercises upon the foreign visitor, even now when her true glory is departed, suggests to us how far more majestic and more touching, how brimful of indescribable influence would be the presence of a University, which was planted within, not without Jerusalem, – an influence, potent as her truth is strong, wide as her sway is world – wide, and growing, not lessening, by the extent of space over which its attraction would be exerted.

    Let the reader then listen to the words of the last learned German, who has treated of Oxford, and judge for himself if they do not bear me out, in what I have said of the fascination which the very face and smile of a University possess over those who come within its range.

    “There is scarce a spot in the world,” says Huber, “that bears an historical stamp so deep and varied as Oxford; where so many noble memorials of moral and material power cooperating to an honourable end, meet the eye all at once. He who can be proof against the strong emotions which the whole aspect and genius of the place tend to inspire, must be dull, thoughtless, uneducated, or of very perverted views. Others will bear us witness, that, even side by side with the Eternal Rome, the Alma Mater of Oxford may be fitly named, as producing a deep, a lasting, and peculiar impression.

    “In one of the most fertile districts of the Queen of the Seas, whom nature has so richly blessed, whom for centuries past no footstep of foreign armies has desecrated, lies a broad green vale, where the Cherwell and the Isis mingle their full, clear waters. Here and there primeval elms and oaks overshadow them; while in their various windings they encircle gardens, meadows, and fields, villages, cottages, farm – houses, and country – seats, in motley mixture. In the midst rises a mass of mighty buildings, the general character of which varies between convent, palace, and castle. Some few Gothic church – towers and Romaic domes, it is true, break through the horizontal lines; yet the general impression at a distance and at first sight, is essentially different from that of any of the towns of the middle ages. The outlines are far from being so sharp, so angular, so irregular, so fantastical; a certain softness, a peculiar repose, reigns in those broader, terrace – like rising masses. Only in the creations of Claude Lorraine or Poussin could we expect to find a spot to compare with the prevailing character of this picture, especially when lit up by a favourable light. The principal masses consist of Colleges, the University buildings, and the city churches; and by the side of these the city itself is lost on distant view. But on entering the streets, we find around us all the signs of an active and prosperous trade. Rich and elegant shops in profusion afford a sight to be found nowhere but in England; but with all this glitter and show, they sink into a modest, and, as it were, a menial attitude, by the side of the grandly severe memorials of the higher intellectual life, memorials which have been growing out of that life from almost the beginning of Christianity itself. Those rich and elegant shops are, as it were, the domestic offices of these palaces of learning, which ever rivet the eye of the observer, while all besides seems perforce to be subservient to them. Each of the larger and more ancient Colleges looks like a separate whole – an entire town, whose walls and monuments proclaim the vigorous growth of many centuries; and the town itself has happily escaped the lot of modern beautifying, and in this respect harmonizes with the Colleges.”

    There are those who, having felt the influence of this ancient School, and being smit with its splendour and its sweetness, ask wistfully, if never again it is to be Catholic, or whether at least some footing for Catholicity may not be found there. All honour and merit to the charitable and zealous hearts who so inquire! Nor can we dare to tell what in time to come may be the inscrutable purposes of that grace, which is ever more comprehensive than human hope and aspiration. But for me, from the day I left its walls, I never, for good or bad, have had anticipation of its future; and never for a moment have I had a wish to see again a place, which I have never ceased to love, and where I lived for nearly thirty years. Nay, looking at the general state of things at this day, I desiderate for a School of the Church, if an additional School is to be granted to us, a more central position than Oxford has to show. Since the age of Alfred and of the first Henry, the world has grown, from the west and south of Europe, into four or five continents; and I look for a city less inland than that old sanctuary, and a country closer upon the highway of the seas. I look towards a land both old and young; old in its Christianity, young in the promise of its future; a nation, which received grace before the Saxon came to Britain, and which has never quenched it; a Church, which comprehends in its history the rise and fall of Canterbury and York, which Augustine and Paulinus found, and Pole and Fisher left behind them. I contemplate a people which has had a long night, and will have an inevitable day. I am turning my eyes towards a hundred years to come, and I dimly see the island I am gazing on, become the road of passage and union between two hemispheres, and the centre of the world. I see its inhabitants rival Belgium in populousness, France in vigour, and Spain in enthusiasm; and I see England taught by advancing years to exercise in its behalf that good sense which is her characteristic towards every one else. The capital of that prosperous and hopeful land is situate in a beautiful bay and near a romantic region; and in it I see a flourishing University, which for a while had to struggle with fortune, but which, when its first founders and servants were dead and gone, had successes far exceeding their anxieties. Thither, as to a sacred soil, the home of their fathers, and the fountain – head of their Christianity, students are flocking from East, West, and South, from America and Australia and India, from Egypt and Asia Minor, with the ease and rapidity of a locomotion not yet discovered, and last, though not least, from England, – all speaking one tongue, all owning one faith, all eager for one large true wisdom; and thence, when their stay is over, going back again to carry over all the earth “peace to men of good will.”


    III. University Life At Athens

    However apposite may have been the digression into which I was led when I had got about half through the foregoing Chapter, it has had the inconvenience of what may be called running me off the rails; and now that I wish to proceed from the point at which it took place, I shall find some trouble, if I may continue the metaphor, in getting up the steam again, or if I may change it, in getting into the swing of my subject.

    It has been my desire, were I able, to bring before the reader what Athens may have been, viewed as what we have since called a University; and to do this, not with any purpose of writing a panegyric on a heathen city, or of denying its many deformities, or of concealing what was morally base in what was intellectually great, but just the contrary, of representing things as they really were; so far, that is, as to enable him to see what a University is, in the very constitution of society and in its own idea, what is its nature and object, and what it needs of aid and support external to itself to complete that nature and to secure that object.

    So now let us fancy our Scythian, or Armenian, or African, or Italian, or Gallic student, after tossing on the Saronic waves, which would be his more ordinary course to Athens, at last casting anchor at Piraeus. He is of any condition or rank of life you please, and may be made to order, from a prince to a peasant. Perhaps he is some Cleanthes, who has been a boxer in the public games. How did it ever cross his brain to betake himself to Athens in search of wisdom? or, if he came thither by accident, how did the love of it ever touch his heart? But so it was, to Athens he came with three drachms in his girdle, and he got his livelihood by drawing water, carrying loads, and the like servile occupations. He attached himself, of all philosophers, to Zeno the Stoic, – to Zeno, the most high – minded, the most haughty of speculators; and out of his daily earnings the poor scholar brought his master the daily sum of an obolus, in payment for attending his lectures. Such progress did he make, that on Zeno’s death he actually was his successor in his school; and, if my memory does not play me false, he is the author of a hymn to the Supreme Being, which is one of the noblest effusions of the kind in classical poetry. Yet, even when he was the head of a school, he continued in his illiberal toil as if he had been a monk; and it is said that once, when the wind took his pallium, and blew it aside, he was discovered to have no other garment at all; – something like the German student who came up to Heidelberg with nothing upon him but a greatcoat and a pair of pistols.

    Or it is another disciple of the Porch, – Stoic by nature, earlier than by profession, – who is entering the city; but in what different fashion he comes! It is no other than Marcus, Emperor of Rome and philosopher. Professors long since were summoned from Athens for his service, when he was a youth, and now he comes, after his victories in the battlefield, to make his acknowledgments, at the end of life, to the city of wisdom, and to submit himself to an initiation into the Eleusinian mysteries.

    Or it is a young man of great promise as an orator, were it not for his weakness of chest, which renders it necessary that he should acquire the art of speaking without over – exertion, and should adopt a delivery sufficient for the display of his rhetorical talents on the one hand, yet merciful to his physical resources on the other. He is called Cicero; he will stop but a short time, and will pass over to Asia Minor and its cities, before he returns to continue a career which will render his name immortal; and he will like his short sojourn at Athens so well, that he will take good care to send his son thither at an earlier age than he visited it himself.

    But see where comes from Alexandria (for we need not be very solicitous about anachronisms), a young man from twenty to twenty – two, who has narrowly escaped drowning on his voyage, and is to remain at Athens as many as eight or ten years, yet in the course of that time will not learn a line of Latin, thinking it enough to become accomplished in Greek composition, and in that he will succeed. He is a grave person, and difficult to make out; some say he is a Christian, something or other in the Christian line his father is for certain. His name is Gregory, he is by country a Cappadocian, and will in time become preeminently a theologian, and one of the principal Doctors of the Greek Church.

    Or it is one Horace, a youth of low stature and black hair, whose father has given him an education at Rome above his rank in life, and now is sending him to finish it at Athens; he is said to have a turn for poetry: a hero he is not, and it were well if he knew it; but he is caught by the enthusiasm of the hour, and goes off campaigning with Brutus and Cassius, and will leave his shield behind him on the field of Philippi.

    Or it is a mere boy of fifteen: his name Eunapius; though the voyage was not long, seasickness, or confinement, or bad living on board the vessel, threw him into a fever, and, when the passengers landed in the evening at Piraeus, he could not stand. His countrymen who accompanied him, took him up among them and carried him to the house of the great teacher of the day, Proaeresius, who was a friend of the captain’s, and whose fame it was which drew the enthusiastic youth to Athens. His companions understand the sort of place they are in, and, with the licence of academic students, they break into the philosopher’s house, though he appears to have retired for the night, and proceed to make themselves free of it, with an absence of ceremony, which is only not impudence, because Proaeresius takes it so easily. Strange introduction for our stranger to a seat of learning, but not out of keeping with Athens; for what could you expect of a place where there was a mob of youths and not even the pretence of control; where the poorer lived any how, and got on as they could, and the teachers themselves had no protection from the humours and caprices of the students who filled their lecture – halls? However, as to this Eunapius, Proaeresius took a fancy to the boy, and told him curious stories about Athenian life. He himself had come up to the University with one Hephaestion, and they were even worse off than Cleanthes the Stoic; for they had only one cloak between them, and nothing whatever besides, except some old bedding; so when Proaeresius went abroad, Hephaestion lay in bed, and practised himself in oratory; and then Hephaestion put on the cloak, and Proaeresius crept under the coverlet. At another time there was so fierce a feud between what would be called “town and gown” in an English University, that the Professors did not dare lecture in public, for fear of ill treatment.

    But a freshman like Eunapius soon got experience for himself of the ways and manners prevalent in Athens. Such a one as he had hardly entered the city, when he was caught hold of by a party of the academic youth, who proceeded to practise on his awkwardness and his ignorance. At first sight one wonders at their childishness; but the like conduct obtained in the medieval Universities; and not many months have passed away since the journals have told us of sober Englishmen, given to matter – of – fact calculations, and to the anxieties of money – making, pelting each other with snowballs on their own sacred territory, and defying the magistracy, when they would interfere with their privilege of becoming boys. So I suppose we must attribute it to something or other in human nature. Meanwhile, there stands the new – comer, surrounded by a circle of his new associates, who forthwith proceed to frighten, and to banter, and to make a fool of him, to the extent of their wit. Some address him with mock politeness, others with fierceness; and so they conduct him in solemn procession across the Agora to the Baths; and as they approach, they dance about him like madmen. But this was to be the end of his trial, for the Bath was a sort of initiation; he thereupon received the pallium, or University gown, and was suffered by his tormentors to depart in peace. One alone is recorded as having been exempted from this persecution; it was a youth graver and loftier than even St. Gregory himself: but it was not from his force of character, but at the instance of Gregory, that he escaped. Gregory was his bosom – friend, and was ready in Athens so shelter him when he came. It was another Saint and Doctor; the great Basil, then, (it would appear,) as Gregory, but a catechumen of the Church.

    But to return to our freshman. His troubles are not at an end, though he has got his gown upon him. Where is he to lodge?; whom is he to attend? He finds himself seized, before he well knows where he is, by another party of men, or three or four parties at once, like foreign porters at a landing, who seize on the baggage of the perplexed stranger, and thrust half a dozen cards into his unwilling hands. Our youth is plied by the hangers – on of professor this, or sophist that, each of whom wishes the fame or the profit of having a houseful. We will say that he escapes from their hands, – but then he will have to choose for himself where he will put up; and, to tell the truth, with all the praise I have already given, and the praise I shall have to give, to the city of mind, nevertheless, between ourselves, the brick and wood which formed it, the actual tenements, where flesh and blood had to lodge (always excepting the mansions of great men of the place), do not seem to have been much better than those of Greek or Turkish towns which are at this moment a topic of interest and ridicule in the public prints. A lively picture has lately been set before us of Gallipoli. Take, says the writer, a multitude of the dilapidated outhouses found in farm – yards in England, of the rickety old wooden tenements, the cracked, shutterless structures of planks and tiles, the sheds and stalls, which our by – lanes, or fish – markets, or river – sides can supply; tumble them down on the declivity of a bare bald hill; let the spaces between house and house, thus accidentally determined, be understood to form streets, winding of course for no reason, and with no meaning, up and down the town; the roadway always narrow, the breadth never uniform, the separate houses bulging or retiring below, as circumstances may have determined, and leaning forward till they meet overhead; – and you have a good idea of Gallipoli. I question whether this picture would not nearly correspond to the special seat of the Muses in ancient times. Learned writers assure us distinctly that the houses of Athens were for the most part small and mean; that the streets were crooked and narrow; that the upper stories projected over the roadway; and that staircases, balustrades, and doors that opened outwards, obstructed it; – a remarkable coincidence of description. I do not doubt at all, though history is silent, that that roadway was jolting to carriages, and all but impassable; and that it was traversed by drains, as freely as any Turkish town now. Athens seems in these respects to have been below the average cities of its time. “A stranger,” says an ancient, “might doubt, on the sudden view, if really he saw Athens.”

    I grant all this, and much more, if you will; but, recollect, Athens was the home of the intellectual, and beautiful; not of low mechanical contrivances, and material organization. Why stop within your lodgings counting the rents in your wall or the holes in your tiling, when nature and art call you away? You must put up with such a chamber, and a table, and a stool, and a sleeping board, anywhere else in the three continents; one place does not differ from another indoors; your magalia in Africa, or your grottos in Syria, are not perfection. I suppose you did not come to Athens to swarm up a ladder, or to grope about a closet: you came to see and to hear, what hear and see you could not elsewhere. What a food for the intellect is it possible to procure indoors, that you stay there looking about you? do you think to read there?; where are your books? do you expect to purchase books at Athens? – you are much out in your calculations. True it is, we at this day, who live in the nineteenth century, have the books of Greece as a perpetual memorial; and copies there have been, since the time that they were written; but you need not go to Athens to procure them, nor would you find them in Athens. Strange to say, strange to the nineteenth century, that in the age of Plato and Thucydides, there was not, it is said, a bookshop in the whole place: nor was the book trade in existence till the very time of Augustus. Libraries, I suspect, were the bright invention of Attalus or the Ptolemies; I doubt whether Athens had a library till the reign of Hadrian. It was what the student gazed on, what he heard, what he caught by the magic of sympathy, not what he read, which was the education furnished by Athens.

    He leaves his narrow lodging early in the morning; and not till night, if even then, will he return. It is but a crib or kennel, – in which he sleeps when the weather is inclement or the ground damp; in no respect a home. And he goes out of doors, not to read the day’s newspaper, or to buy the gay shilling volume, but to imbibe the invisible atmosphere of genius, and to learn by heart the oral traditions of taste. Out he goes; and, leaving the tumble downtown behind him, he mounts the Acropolis to the right, or he turns to the Areopagus on the left. He goes to the Parthenon to study the sculptures of Phidias; to the temple of the Dioscuri to see the paintings of Polygnotus. We indeed take our Sophocles or Aeschylus out of our coat – pocket; but, if our sojourner at Athens would understand how a tragic poet can write, he must betake himself to the theatre on the south, and see and hear the drama literally in action. Or let him go westward to the Agora, and there he will hear Lysias or Andocides pleading, or Demosthenes haranguing. He goes farther west still, along the shade of those noble planes, which Cimon has planted there; and he looks around him at the statues and porticos and vestibules, each by itself a work of genius and skill, enough to be the making of another city. He passes through the city gate, and then he is at the famous Ceramicus; here are the tombs of the mighty dead; and here, we will suppose, is Pericles himself, the most elevated, the most thrilling of orators, converting a funeral oration over the slain into a philosophical panegyric of the living.

    Onwards he proceeds still; and now he has come to that still more celebrated Academe, which has bestowed its own name on Universities down to this day; and there he sees a sight which will be graven on his memory till he dies. Many are the beauties of the place, the groves, and the statues, and the temple, and the stream of the Cephissus flowing by; many are the lessons which will be taught him day after day by teacher or by companion; but his eye is just now arrested by one object; it is the very presence of Plato. He does not hear a word that he says; he does not care to hear; he asks neither for discourse nor disputation; what he sees is a whole, complete in itself, not to be increased by addition, and greater than anything else. It will be a point in the history of his life; a stay for his memory to rest on, a burning thought in his heart, a bond of union with men of like mind, ever afterwards. Such is the spell which the living man exerts on his fellows, for good or for evil. How nature impels us to lean upon others, making virtue, or genius, or name, the qualification for our doing so! A Spaniard is said to have travelled to Italy, simply to see Livy; he had his fill of gazing, and then went back again home. Had our young stranger got nothing by his voyage but the sight of the breathing and moving Plato, had he entered no lecture – room to hear, no gymnasium to converse, he had got some measure of education, and something to tell of to his grandchildren.

    But Plato is not the only sage, nor the sight of him the only lesson to be learned in this wonderful suburb. It is the region and the realm of philosophy. Colleges were the inventions of many centuries later; and they imply a sort of cloistered life, or at least a life of rule, scarcely natural to an Athenian. It was the boast of the philosophic statesman of Athens, that his countrymen achieved by the mere force of nature and the love of the noble and the great, what other people aimed at by laborious discipline; and all who came among them were submitted to the same method of education. We have traced our student on his wanderings from the Acropolis to the Sacred Way; and now he is in the region of the schools. No awful arch, no window of many – coloured lights marks the seats of learning there or elsewhere; philosophy lives out of doors. No close atmosphere oppresses the brain or inflames the eyelid; no long session stiffens the limbs. Epicurus is reclining in his garden; Zeno looks like a divinity in his porch; the restless Aristotle, on the other side of the city, as if in antagonism to Plato, is walking his pupils off their legs in his Lyceum by the Ilyssus. Our student has determined on entering himself as a disciple of Theophrastus, a teacher of marvellous popularity, who has brought together two thousand pupils from all parts of the world. He himself is of Lesbos; for masters, as well as students, come hither from all regions of the earth, – as befits a University. How could Athens have collected hearers in such numbers, unless she had selected teachers of such power? it was the range of territory, which the notion of a University implies, which furnished both the quantity of the one, and the quality of the other. Anaxagoras was from Ionia, Carneades from Africa, Zeno from Cyprus, Protagoras from Thrace, and Gorgias from Sicily. Andromachus was a Syrian, Proaeresius an Armenian, Hilarius a Bithynian, Philiscus a Thessalian, Hadrian a Syrian. Rome is celebrated for her liberality in civil matters; Athens was as liberal in intellectual. There was no narrow jealousy, directed against a Professor, because he was not an Athenian; genius and talent were the qualifications; and to bring them to Athens, was to do homage to it as a University. There was a brotherhood and a citizenship of mind.

    Mind came first, and was the foundation of the academical polity; but it soon brought along with it, and gathered round itself, the gifts of fortune and the prizes of life. As time went on, wisdom was not always sentenced to the bare cloak of Cleanthes; but beginning in rags, it ended in fine linen. The Professors became honourable and rich; and the students ranged themselves under their names, and were proud of calling themselves their countrymen. The University was divided into four great nations, as the medieval antiquarian would style them; and in the middle of the fourth century, Proaeresius was the leader or proctor of the Attic, Hephaestion of the Oriental, Epiphanius of the Arabic, and Diophantus of the Pontic. Thus the Professors were both patrons of clients, and hosts and proxeni of strangers and visitors, as well as masters of the schools: and the Cappadocian, Syrian, or Sicilian youth who came to one or other of them, would be encouraged to study by his protection, and to aspire by his example.

    Even Plato, when the schools of Athens were not a hundred years old, was in circumstances to enjoy the otium cum dignitate. He had a villa out at Heraclea; and he left his patrimony to his school, in whose hands it remained, not only safe, but fructifying, a marvellous phenomenon in tumultuous Greece, for the long space of eight hundred years. Epicurus too had the property of the Gardens where he lectured; and these too became the property of his sect. But in Roman times the chairs of grammar, rhetoric, politics, and the four philosophies, were handsomely endowed by the State; some of the Professors were themselves statesmen or high functionaries, and brought to their favourite study senatorial rank or Asiatic opulence.

    Patrons such as these can compensate to the freshman, in whom we have interested ourselves, for the poorness of his lodging and the turbulence of his companions. In every thing there is a better side and a worse; in every place a disreputable set and a respectable, and the one is hardly known at all to the other. Men come away from the same University at this day, with contradictory impressions and contradictory statements, according to the society they have found there; if you believe the one, nothing goes on there as it should be: if you believe the other, nothing goes on as it should not. Virtue, however, and decency are at least in the minority everywhere, and under some sort of a cloud or disadvantage; and this being the case, it is so much gain whenever an Herodes Atticus is found, to throw the influence of wealth and station on the side even of a decorous philosophy. A consular man, and the heir of an ample fortune, this Herod was content to devote his life to a professorship, and his fortune to the patronage of literature. He gave the sophist Polemo about eight thousand pounds, as the sum is calculated, for three declamations. He built at Athens a stadium six hundred feet long, entirely of white marble, and capable of admitting the whole population. His theatre, erected to the memory of his wife, was made of cedar wood curiously carved. He had two villas, one at Marathon, the place of his birth, about ten miles from Athens, the other at Cephissia, at the distance of six; and thither he drew to him the elite, and at times the whole body of the students. Long arcades, groves of trees, clear pools for the bath, delighted and recruited the summer visitor. Never was so brilliant a lecture – room as his evening banqueting – hall; highly connected students from Rome mixed with the sharp witted provincial of Greece or Asia Minor; and the flippant sciolist, and the nondescript visitor, half philosopher, half tramp, met with a reception, courteous always, but suitable to his deserts. Herod was noted for his repartees; and we have instances on record of his setting down, according to the emergency, both the one and the other.

    A higher line, though a rarer one, was that allotted to the youthful Basil. He was one of those men who seem by a sort of fascination to draw others around them even without wishing it. One might have deemed that his gravity and his reserve would have kept them at a distance; but, almost in spite of himself, he was the centre of a knot of youths, who, pagans as most of them were, used Athens honestly for the purpose for which they professed to seek it; and, disappointed and displeased with the place himself, he seems nevertheless to have been the means of their profiting by its advantages. One of these was Sophronius, who afterwards held a high office in the State: Eusebius was another, at that time the bosom – friend of Sophronius, and afterwards a Bishop. Celsus too is named, who afterwards was raised to the government of Cilicia by the Emperor Julian. Julian himself, in the sequel of unhappy memory, was then at Athens, and known at least to St. Gregory. Another Julian is also mentioned, who was afterwards commissioner of the land tax. Here we have a glimpse of the better kind of society among the students of Athens; and it is to the credit of the parties composing it, that such young men as Gregory and Basil, men as intimately connected with Christianity as they were well known in the world, should hold so high a place in their esteem and love. When the two saints were departing, their companions came around them with the hope of changing their purpose. Basil persevered; but Gregory relented, and turned back to Athens for a season.

    With 1970 Interpretive Comments

     

    In 1940, following a series of joint conferences begun in 1934, representatives of the American Association of University Professors and of the Association of American Colleges agreed upon a restatement of principles set forth in the 1925 Conference Statement on Academic Freedom and Tenure. This restatement is known to the profession as the 1940 Statement of Principles on Academic Freedom and Tenure.

    The 1940 Statement is printed below, followed by Interpretive Comments as developed by representatives of the American Association of University Professors and the Association of American Colleges during 1969. The governing bodies of the associations, meeting respectively in November 1989 and January 1990, adopted several changes in language in order to remove gender-specific references from the original text.

     

     

     

    The purpose of this statement is to promote public understanding and support of academic freedom and tenure and agreement upon procedures to assure them in colleges and universities. Institutions of higher education are conducted for the common good and not to further the interest of either the individual teacher (The word “teacher”as used in this document is understood to include the investigator who is attached to an academic institution without teaching duties) or the institution as a whole. The common good depends upon the free search for truth and its free exposition.

    Academic freedom is essential to these purposes and applies to both teaching and research. Freedom in research is fundamental to the advancement of truth. Academic freedom in its teaching aspect is fundamental for the protection of the rights of the teacher in teaching and of the student to freedom in learning. It carries with it duties correlative with rights.[1](Bold-faced numbers in brackets refer to Interpretive Comments which follow.)

    Tenure is a means to certain ends; specifically: (1) freedom of teaching and research and of extramural activities, and (2) a sufficient degree of economic security to make the profession attractive to men and women of ability. Freedom and economic security, hence, tenure, are indispensable to the success of an institution in fulfilling its obligations to its students and to society.

     

     

    ACADEMIC FREEDOM

    1. Teachers are entitled to full freedom in research and in the publication of the results, subject to the adequate performance of their other academic duties; but research for pecuniary return should be based upon an understanding with the authorities of the institution.
    2. Teachers are entitled to freedom in the classroom in discussing their subject, but they should be careful not to introduce into their teaching controversial matter which has no relation to their subject.[2] Limitations of academic freedom because of religious or other aims of the institution should be clearly stated in writing at the time of the appointment.[3]
    3. College and university teachers are citizens, members of a learned profession, and officers of an educational institution. When they speak or write as citizens, they should be free from institutional censorship or discipline, but their special position in the community imposes special obligations. As scholars and educational officers, they should remember that the public may judge their profession and their institution by their utterances. Hence they should at all times be accurate, should exercise appropriate restraint, should show respect for the opinions of others, and should make every effort to indicate that they are not speaking for the institution.[4]

     

    ACADEMIC TENURE

    After the expiration of a probationary period, teachers or investigators should have permanent or continuous tenure, and their service should be terminated only for adequate cause, except in the case of retirement for age, or under extraordinary circumstances because of financial exigencies.

    In the interpretation of this principle it is understood that the following represents acceptable academic practice:

    1. The precise terms and conditions of every appointment should be stated in writing and be in the possession of both institution and teacher before the appointment is consummated.
    2. Beginning with appointment to the rank of full-time instructor or a higher rank, [5] the probationary period should not exceed seven years, including within this period full-time service in all institutions of higher education; but subject to the proviso that when, after a term of probationary service of more than three years in one or more institutions, a teacher is called to another institution it may be agreed in writing that the new appointment is for a probationary period of not more than four years, even though thereby the person’s total probationary period in the academic profession is extended beyond the normal maximum of seven years. [6] Notice should be given at least one year prior to the expiration of the probationary period if the teacher is not to be continued in service after the expiration of that period.[7]
    3. During the probationary period a teacher should have the academic freedom that all other members of the faculty have.[8]
    4. Termination for cause of a continuous appointment, or the dismissal for cause of a teacher previous to the expiration of a term appointment, should, if possible, be considered by both a faculty committee and the governing board of the institution. In all cases where the facts are in dispute, the accused teacher should be informed before the hearing in writing of the charges and should have the opportunity to be heard in his or her own defense by all bodies that pass judgment upon the case. The teacher should be permitted to be accompanied by an advisor of his or her own choosing who may act as counsel. There should be a full stenographic record of the hearing available to the parties concerned. In the hearing of charges of incompetence the testimony should include that of teachers and other scholars, either from the teacher’s own or from other institutions. Teachers on continuous appointment who are dismissed for reasons not involving moral turpitude should receive their salaries for at least a year from the date of notification of dismissal whether or not they are continued in their duties at the institution.[9]
    5. Termination of a continuous appointment because of financial exigency should be demonstrably bona fide.

     

    1940 INTERPRETATIONS

    At the conference of representatives of the American Association of University Professors and of the Association of American Colleges on November 7-8,1940, the following interpretations of the 1940 Statement of Principles on Academic Freedom and Tenure were agreed upon:

    1. That its operation should not be retroactive.
    2. That all tenure claims of teachers appointed prior to the endorsement should be determined in accordance with the principles set forth in the 1925 Conference Statement on Academic Freedom and Tenure.
    3. If the administration of a college or university feels that a teacher has not observed the admonitions of paragraph (c) of the section on Academic Freedom and believes that the extramural utterances of the teacher have been such as to raise grave doubts concerning the teacher’s fitness for his or her position, it may proceed to file charges under paragraph (a)(4) of the section on Academic Tenure. In pressing such charges the administration should remember that teachers are citizens and should be accorded the freedom of citizens. In such cases the administration must assume full responsibility, and the American Association of University Professors and the Association of American Colleges are free to make an investigation.

     

    1970 INTERPRETIVE COMMENTS

    Following extensive discussions on the 1940 Statement of Principles on Academic Freedom and Tenure with leading educational associations and with individual faculty members and administrators, a joint committee of the AAUP and the Association of American Colleges met during 1969 to reevaluate this key policy statement. On the basis of the comments received, and the discussions that ensued, the joint committee felt the preferable approach was to formulate interpretations of the Statement in terms of the experience gained in implementing and applying the Statement for over thirty years and of adapting it to current needs.

    The committee submitted to the two associations for their consideration the following “Interpretive Comments.” These interpretations were adopted by the Council of the American Association of University Professors in April 1970 and endorsed by the Fifty-sixth Annual Meeting as Association policy.

    In the thirty years since their promulgation, the principles of the 1940 Statement of Principles on Academic Freedom and Tenure have undergone a substantial amount of refinement. This has evolved through a variety of processes, including customary acceptance, understandings mutually arrived at between institutions and professors or their representatives, investigations and reports by the American Association of University Professors, and formulations of statements by that association either alone or in conjunction with the Association of American Colleges. These comments represent the attempt of the two associations, as the original sponsors of the 1940 Statement, to formulate the most important of these refinements. Their incorporation here as Interpretive Comments is based upon the premise that the 1940 Statement is not a static code but a fundamental document designed to set a framework of norms to guide adaptations to changing times and circumstances.

    Also, there have been relevant developments in the law itself reflecting a growing insistence by the courts on due process within the academic community which parallels the essential concepts of the 1940 Statement; particularly relevant is the identification by the Supreme Court of academic freedom as a right protected by the First Amendment. As the Supreme Court said in Keyishian v. Board of Regents 385 U.S. 589 (1967), “Our Nation is deeply committed to safeguarding academic freedom, which is of transcendent value to all of us and not merely to the teachers concerned. That freedom is therefore a special concern of the First Amendment, which does not tolerate laws that cast a pall of orthodoxy over the classroom.”

    The numbers refer to the designated portion of the 1940 Statement on which interpretive comment is made.

    1. The Association of American Colleges and the American Association of University Professors have long recognized that membership in the academic profession carries with it special responsibilities. Both associations either separately or jointly have consistently affirmed these responsibilities in major policy statements, providing guidance to professors in their utterances as citizens, in the exercise of their responsibilities to the institution and to students, and in their conduct when resigning from their institution or when undertaking government-sponsored research. Of particular relevance is the Statement on Professional Ethics, adopted in 1966 as Association policy.     3. Most church-related institutions no longer need or desire the departure from the principle of academic freedom implied in the 1940 Statement, and we do not now endorse such a departure.Back to Text

    4. This paragraph is the subject of an interpretation adopted by the sponsors of the 1940 Statement immediately following its endorsement which reads as follows:

    If the administration of a college or university feels that a teacher has not observed the admonitions of paragraph (c) of the section on Academic Freedom and believes that the extramural utterances of the teacher have been such as to raise grave doubts concerning the teacher’s fitness for his or her position, it may proceed to file charges under paragraph (a)(4) of the section on Academic Tenure. In pressing such charges the administration should remember that teachers are citizens and should be accorded the freedom of citizens. In such cases the administration must assume full responsibility, and the American Association of University Professors and the Association of American Colleges are free to make an investigation.

    Paragraph (c) of the 1940 Statement should also be interpreted in keeping with the 1964 “Committee A Statement on Extramural Utterances” (AAUP Bulletin 51 [1965]: 29), which states inter alia: “The controlling principle is that a faculty member’s expression of opinion as a citizen cannot constitute grounds for dismissal unless it clearly demonstrates the faculty member’s unfitness for his or her position. Extramural utterances rarely bear upon the faculty member’s fitness for the position. Moreover, a final decision should take into account the faculty member’s entire record as a teacher and scholar.”

    Paragraph V of the Statement on Professional Ethics also deals with the nature of the “special obligations” of the teacher. The paragraph reads as follows:

    As members of their community, professors have the rights and obligations of other citizens. Professors measure the urgency of other obligations in the light of their responsibilities to their subject, to their students, to their profession, and to their institution. When they speak or act as private persons they avoid creating the impression of speaking or acting for their college or university. As citizens engaged in a profession that depends upon freedom for its health and integrity, professors have a particular obligation to promote conditions of free inquiry and to further public understanding of academic freedom.

    Both the protection of academic freedom and the requirements of academic responsibility apply not only to the full-time probationary as well as to the tenured teacher, but also to all others, such as part-time faculty and teaching assistants, who exercise teaching responsibilities.Back to Text

    5. The concept of “rank of full-time instructor or a higher rank” is intended to include any person who teaches a full-time load regardless of the teacher’s specific title.     6. In calling for an agreement “in writing” on the amount of credit for a faculty member’s prior service at other institutions, the Statement furthers the general policy of full understanding by the professor of the terms and conditions of the appointment. It does not necessarily follow that a professor’s tenure rights have been violated because of the absence of a written agreement on this matter. Nonetheless, especially because of the variation in permissible institutional practices, a written understanding concerning these matters at the time of appointment is particularly appropriate and advantageous to both the individual and the institution.     7. The effect of this subparagraph is that a decision on tenure, favorable or unfavorable, must be made at least twelve months prior to the completion of the probationary period. If the decision is negative, the appointment for the following year becomes a terminal one. If the decision is affirmative, the provisions in the 1940 Statement with respect to the termination of services of teachers or investigators after the expiration of a probationary period should apply from the date when the favorable decision is made.

    The general principle of notice contained in this paragraph is developed with greater specificity in the Standards for Notice of Nonreappointment, endorsed by the Fiftieth Annual Meeting of the American Association of University Professors (1964). These standards are:

    Notice of nonreappointment, or of intention not to recommend reappointment to the governing board, should be given in writing in accordance with the following standards:

    1. Not later than March 1 of the first academic year of service, if the appointment expires at the end of that year; or, if a one-year appointment terminates during an academic year, at least three months in advance of its termination.
    2. Not later than December 15 of the second academic year of service, if the appointment expires at the end of that year; or, if an initial two-year appointment terminates during an academic year, at least six months in advance of its termination.
    3. At least twelve months before the expiration of an appointment after two or more years in the institution.

    Other obligations, both of institutions and of individuals, are described in the Statement on Recruitment and Resignation of Faculty Members, as endorsed by the Association of American Colleges and the American Association of University Professors in 1961.Back to Text

    8. The freedom of probationary teachers is enhanced by the establishment of a regular procedure for the periodic evaluation and assessment of the teacher’s academic performance during probationary status. Provision should be made for regularized procedures for the consideration of complaints by probationary teachers that their academic freedom has been violated. One suggested procedure to serve these purposes is contained in the Recommended Institutional Regulations on Academic Freedom and Tenure, prepared by the American Association of University Professors.Back to Text

    9. A further specification of the academic due process to which the teacher is entitled under this paragraph is contained in the Statement on Procedural Standards in Faculty Dismissal Proceedings, jointly approved by the American Association of University Professors and the Association of American Colleges in 1958. This interpretive document deals with the issue of suspension, about which the 1940 Statement is silent.

    The 1958 Statement provides: “Suspension of the faculty member during he proceedings is justified only if immediate harm to the faculty member or others is threatened by the faculty member’s continuance. Unless legal considerations forbid, any such suspension should be with pay.” A suspension which is not followed by either reinstatement or the opportunity for a hearing is in effect a summary dismissal in violation of academic due process.

    The concept of “moral turpitude” identifies the exceptional case in which the professor may be denied a year’s teaching or pay in whole or in part. The statement applies to that kind of behavior which goes beyond simply warranting discharge and is so utterly blameworthy as to make it inappropriate to require the offering of a year’s teaching or pay. The standard is not that the moral sensibilities of persons in the particular community have been affronted. The standard is behavior that would evoke condemnation by the academic community generally.Back to Text

    Abstract:

    The recent development of public health informatics as an interdisciplinary field, and the dissemination of this body of knowledge, have brought forth new opportunities for collaboration between the faculty of health sciences and academic library. This paper explores the potential areas for collaboration, describes empirical collaborative projects between these two parties in enhancing the information literacy of public health discipline in a major health science center, and discusses the lessons learned, including the opportunities and challenges associated with the collaboration.

     

    Background

    1.1 Information literacy and health literacy

    According to the Association of College and Research Libraries, information literacy is a set of competencies that enables individuals to recognize needs for information, and have the ability to locate, evaluate, and use the needed information effectively.[1]  General information literacy is an important attribute in achieving lifelong learning, because it contributes to informed decisions based on critical reasoning and thinking. On the health spectrum and as a subset of information literacy, health literacy relates to the degree to which people can obtain, understand and process basic health information and services, and then act on appropriate health decisions. It is one of the crucial, enabling capabilities that could contribute to the realization of the goals of Healthy People 2010 as stipulated by the Center of Disease Control and Prevention (CDC).[2]  By comparison, both definitions of literacy address the acquisition of information when needed, assessment of information with scientific facts and expert advice as the knowledge base, and utilization of the results of the combined actions to execute knowledge-based strategies leading to informed decisions, such as the choice of a healthy lifestyle.

    1.2 Public Health Informatics

     

    Closely related to health information sciences, the National Library of Medicine (NLM) defines public health informatics as the systematic application of information and computer sciences to public health practice, research, and learning.[3]  The literature suggests that effective dissemination of public health literacy play an important role in the decision of the general public in seeking preventive health measures and healthcare services. For seeking preventive health, one study found that patients who had inadequate reading skills did not know that mammography was associated with diagnosing breast cancer.  Conversely, women with adequate literacy skills who read on at least a 9th grade level appeared to be adequately informed about mammography.[4]  Another study found that increased access to self-care books, telephone advice nurses, and Internet-based health information was associated with decreases in reported pediatric healthcare utilization.[5]

     

    In terms of literacy and health care, research results of two separate hospital studies have suggested that the literacy skills of patients with diabetes, hypertension, and asthma were the strongest correlates of knowledge about their illness and disease management skills, even after statistical adjustments were made for conventional sociodemographic co-variables.[6][7],  The results of the studies also suggest that the interventions (of enhanced health literacy) were associated with a decreased reliance on health professionals for information.  These findings suggest that improved literacy is a critical component in improving public well being, and in the context of public health, improved literacy is crucial in the pursuit of preventive health and appropriate management of diseases.

    Public health informatics is a discipline that applies information technology to public health science.[8]  By this definition, the faculty of the School of Public Health (SPH) conducts teaching, research and community services widely involving public health informatics. These may include using relational databases to store the results of survey questions, presenting epidemiological data using the Geographic Information Systems (GIS), analyzing various potential socio-biological risk determinants of health disparities, and recommending scarce health resources allocation based on computer-assisted analysis.

    For formally structured graduate courses, the training modules of health informatics are usually prepared for graduate students in a classroom setting. The training modules are not specifically designed to transform discipline-specific attributes of knowledge to general competencies, nor to deliver the terminology-ridden scientific research to an audience of general literacy level.  Therefore, it is desirable to strengthen the collaboration between full-time public health faculty and library faculty, in order to disseminate technically-oriented training modules to a wider audience.

    1.3 Collaboration: bridging the great divides

    By convention, classroom faculty members have not been interacting with academic library faculty at an extensive level until recently. Articles have been written about the “tension” between academic librarians and classroom faculty. Carpenter [9] contends that an “enmity” exists between classroom faculty and academic library faculty.  Kotter [10]  claims that the tension and the lack of interaction are the “great divides” to be bridged. In seeking potential causes of such tension, Ren [11] observes that the phenomenon arises from classroom faculty perceiving library faculty as inexperienced in conducting research and teaching and not as “academic equals” at work. Owusu-Ansah [12] attributes the “latent tension” in the relationship to the observation that teaching faculty “would have little to do with the library and have little respect for the academic librarians”. 

    Notwithstanding these contestable arguments, collaboration could expand the synergistic opportunities that would further the mission of academic enterprise. In his proposal to “bridge the great divide”, Kotter [10] suggests that the improved association between faculty and library faculty would enhance librarians’ ability to promote and support research among classroom faculty, while allowing the librarians to actively participate in the enterprise of scholarship. Farber perceives that the true benefits of collaboration are the mutually reinforced and shared visions between classroom faculty and librarians.[13]   The classroom faculty objectives are to help students attain a better understanding of the course subject matter.  The library faculty objectives are to enhance the students’ ability to find and evaluate information which in turn enhances the students’ understanding of the subject matter and contributes to their life long learning skills.

    The expanded opportunities – brought forth by both the promotion of health informatics knowledge and the dissemination of the literacy programs, warrant strengthened collaboration between the faculty of health sciences and academic librarians. The following sections seek to identify potential areas for collaboration and calls for action. The remainder of this paper presents recent cases on how public health informatics literacy are implemented in practice, specifically with reference to the acquistion and assessment of knowledge components. It then describes the potential areas for collaborative work and presents a recent intitiative in a Health Science Center (HSC) that underscores this collaboration.  The last section discusses how such initiatives may expand the collaboration between the faculty of health sciences and academic librarians.

    2. Public Health Informatics Literacy In Action: Two Recent Initiatives

    This section examines two essential competencies of information literacy, namely the acquisition and assessment of health information.  It describes how these competencies are addressed in the public health informatics discipline, and explores the opportunities for interdisciplinary collaboration.

    2.1 Web Portals of Health Information

    According to Ferguson, the increased adoption of Internet technology affords at least four major sources of health information that take advantage of the information highway.[14]  These include commercial services, on-line mailing lists, Internet newsgroups (also known as USENET newsgroups) and the World Wide Web. The expanded channels for distributing health information have introduced new challenges and opportunities.  A recent study sought to characterize health-related portal websites has found that while many Internet users are surfing the Web, they are likely to encounter advertisements that are usually promoting products that are unsupported by scientific research, such as those of “weight-loss supplements”.[15]  Therefore, a major challenge confronting consumers in the acquisition of health information, is herhaps how to distinguish accountable health information from mis-information (or info-mercials).

     

    One case illustrating opportunities to enhance health information acquisition and assessment on the information highway is the recent proliferation of public health “portal websites” or “toolboxes”.  At the federal level, there are several initiatives of health literacy portal websites pertinent to general consumer health or thematic health interests.  Among these productions, CDC Wonder, healthfinder.gov and health.gov are examples of current general health portals to the websites of a number of multi-agency health initiatives and activities, including those of the U.S. Department of Health and Human Services and other federal agencies. Other websites have been produced for specific public health interests.  For example, in response to the recently heightened alert of potential terrorist activities, CDC [16] produced the “bioterrorism” portal website to provide information associated with frequently asked questions on bioterrorism agents and preparedness, organizations that are dedicated to readiness training advisories, alert and bulletin, and on late-breaking news. Similarly, the University of North Carolina produced a “toolbox” website as a repository of public health data management instruments.[17][i]

    The National Library of Medicine (NLM) and medical librarians have also recently focused attention on the public’s need for health information. As mentioned previously, portal websites have been developed that provide reliable health information from the government.  In addition, NLM provides free access to MEDLINE plus® that includes MEDLINE and quality, up-to-date drug information, encyclopedias, dictionaries, directories and clinical trials.  To emphasize consumer health information, NLM provides consumer health and public health information grants through its National Networks of Libraries of Medicine (NN/LM), a network of 4,500 health science libraries.  NLM’s online training programs prepare medical librarians to use its products and services and in turn the medical librarians train others – public health professionals, hospital medical staff, residents and interns, and public librarians.

    Portal websites/toolboxes offer convenient access to reliable health information at the users’ fingertips, as they provide “one-stop-shopping” convenience for accessing and acquiring accountable health information with ease.  These websites allow quick updates on reliable and time-sensitive health information. These strengths are particularly crucial in time of urgency, and may therefore reduce the public’s anxiety in the events of uncertainty.

    2.2 Community health monitoring systems

    Community health monitoring systems demonstrate another initiative in promoting health information literacy.  Community Health Monitoring System (CHMS) are a continued set of performance measurement activities that involve the selection and use of quantitative measures of health program capacities, processes, and outcomes to inform the public or a designated public agency about critical aspects of a program.[18]  Performance monitoring has evolved over the past 20 years and has been termed in the literature as:  Community Health Monitoring Systems (CHMS), Community Health Information Networks (CHINs), Community Health Information Management Systems, Community Health Information Systems (CHIS), Community Health Report Cards, Community Care Networks, and Health Information Networks,[19] among other derivative appellations with a similar focus on community health.

    In the United States, concerted interests are matched by rigorous efforts to develop health information systems for monitoring purposes at both the national and local levels.  According to Furukawa, there were about 500 Community Health Information Networks that closely monitored health across the nation in 1996.[20]  A survey conducted by the UCLA Center for Healthier Children indicated that nationwide at least 115 Community Health Report Cards were profiling community health in 1999,[21] including the Community Health Status Indicators that are provided by CDC.[22]  To make the community health profile more accessible to the general public, some CHMS also present health outcomes in a Web-based or GIS-enabled format (examples include Community Health Information Systems of Houston[23] and MICA in Missouri[24]).  CHMS emphasize various determinants of health ranging from environmental factors, income, and race to motor vehicle crash prevalence.[25]  The CHMS intend to provide accountable health information, including health indicators and outcome measures to quantify community health performance and to promote public awareness.  The systems help the public to access community health profiles, provide a knowledge-base for community health initiatives, and seek to narrow health disparities in the nation.

    2.3 Areas of collaboration for health librarians and faculty

    The collaboration between public health faculty and academic library faculty seems both logical and intuitive. Both focus on public interest, and seek to fulfill teaching and service roles to enhance health literacy delivery and utilization.  The relationship between both parties may be improved by joint involvement in promoting health informatics literacy in at least three levels of professional interactions: curriculum development, instructional design, and classroom instruction. In delivery of public health informatics literacy, faculty members are qualified content-providers in their respective subject disciplines, so they can focus on the information assessment.  Librarians can contribute professional assistance in instructional design, such as polishing course modules to be more content-and-setting specific, and clarifying the vocabulary and concepts for the general public to digest and utilize.

    Thus, the aforementioned two public health informatics initiatives underline the need and opportunity for a collaborative effort:  in acquiring accountable health information and the production of portal websites/toolboxes, faculty members may serve as content-providers; while many academic librarians are comparatively well-versed with web-authoring technology, they may provide assistance on instructional design, such as web development and maintenance. In the case of producing CHMS, faculty members may be responsible for assessing health data and conducting analysis, while academic librarians may assist in teaching the outcomes databases, querying data or results in response to users’ request, prioritizing and presenting information in a content-specific and culturally-appropriate manner to the general public.  In terms of utilization, librarians also may facilitate the process of information delivery. The goal of a public service librarian is to identify pertinent information based on the specific consumer requests and supply the most relevant materials regardless of format, as well as current bibliography of additional items for the consumers’ judgment.

    1. Collaborative projects in action in a health science center

    The following outlines two collaborative projects between SPH faculty and academic library faculty in a major Health Science Center (HSC).  The collaboration intends to make health information more accessible to the general public and to strengthen existing graduate programs.

    3.1 Center for Health Informatics and MPH in Health Informatics

    In 2001, the HSC President requested that the HSC plans an initiative to create a Center for Health Informatics. This collaborative project involved a team of health information practitioners, including faculty in the Library and SPH faculty members.  The purpose of the Center is to support teaching, interdisciplinary research, and community services of the academic enterprise.  The Center seeks to improve student education by articulating and efficiently fulfilling their information needs, and to augment current instruction efforts at HSC by offering separate courses in information seeking and informatics.  The Center seeks innovative methods of information integration and provision, and serves as a focal point for collaboration between the Library, Graduate School of Biomedical Sciences, Medical School and SPH. The Center serves as a community outreach center for other organizations in the Dallas-Ft. Worth Metroplex area, and as a center for health informatics research and outreach in a multistate region. 

    In addition to the Center, an MPH program with a concentration in health informatics was established in SPH.  The new MPH program joins thirteen other health informatics programs in this country. This program enrolled its first cohort of students in fall 2002.  Major teaching and research areas include public health data analysis and interpretation, the GIS and spatial analysis in public health, and the design and evaluation of hospital information systems. Central to the program is the adoption of the courses jointly offered by the SPH and the Library.

    3.2 Information Access for public health professionals

    In the summer of 2002, the Library, SPH, Office of Professional and Continuing Education (PACE), and local health department responded to a National Library of Medicine (NLM) RFP (“Information Access for Public Health Professionals”) with a proposal to improve public health information literacy.  The project proposal seeks to assess the needs of public health professionals who would be best served by NLM and CDC products, to enhance the accessibility of health information through training development and delivery, and to produce a public health website portal.

    • Needs Assessment

    In this project, a statistically significant sample of public health department directors in target Public Health Regions will be surveyed to assess users’ familiarity and accessibility of NLM, CDC and other public health databases. The survey will 1) establish what information resources are of interest, and 2) if users are interested in a free or low cost training program targeted at public health officials focusing on accessing reliable and authoritative health information and research.  The survey will serve to publicize the development of the Public Health Informatics Training Program and to build enthusiasm among relevant parties.  The survey will be jointly developed by PACE, SPH, and will be conducted by the local health department.

    • Training Program Development and Delivery

    A training program will be developed based on the results of the needs assessment.  Different educational formats that incorporate adult learning principles will be included in the curriculum. The Library, PACE, and local health department will jointly develop the program. Once developed, the training modules will be offered to health departments throughout north Texas.  The four hour session will be conducted at departments with training centers and incorporated into PACE activities.  A suitable education facility will be sought for departments without training centers, and three sites will be chosen.  Training activities will be accredited to award continuing education credit for certified health educators, registered sanitarians, physicians and nurses by PACE.

    • Web-based Portal

    A web portal will be developed to provide access to all databases and resources discussed in the Training Program.  The web portal will allow registration into an optional email list and monitored bulletin board.  Those participating in the email list will receive updates and notices about the website and will be emailed continuing education vignettes that will require visiting the website to claim credit.  Officials from the local health department, SPH faculty members and others will create training emails/alerts.  The first will cover NLM and CDC resources.  The monitored bulletin board will allow registered professionals the ability to post questions related to public health and to receive replies from pre-screened and authorized health officials.  The local health department will monitor the bulletin board and the web portal will be maintained beyond the project period by PACE.

    • Training Program Promotion/Publicity

    The Public Health Informatics Training Program will allow information access for public health professionals.  It will be promoted through 1) the initial Needs Assessment Survey interaction, 2) exhibits and educational sessions at Public Health Meetings, 3) listing on the PACE website and calendar, 4) letters of invitation to Public Health Department Directors, 5) the elective Track in selected CE activities by PACE, 6) existing Health Alert Networks, 7) Department of Health “Resources and Information Digest”, and 8) health educators email lists.

     

    4. Lessons learned: opportunities and challenges

    The above examples demonstrate recent initiatives in promoting public health informatics, and illustrate how faculty and academic library faculty may work together to enhance information acquisition and assessment.  After completing the collaborative projects, we identified additional areas for collaboration and potential challenges in practice. One potential area includes adding literacy programs such as introductory informatics courses for first year students of health sciences.  Another includes the need for establishing a Writing Center to prepare students in academic communication and to assist local health authorities to prepare for grant writing. The functions may be efficiently carried out with a faculty-librarian synergistic collaboration. Challenges are primarily the motivation for faculty involvement. In designing collaborative activities, consideration needs to be given to the tenure and promotion criteria (i.e., teaching, research or community services) of faculty members so that faculty participation as an institutional commitment can be assured, and sufficient release time be requested and dedicated to participation.

    In summary, the enhancement of public health informatics literacy is an endeavor of substantial magnitude. Since health literacy has been shown to be associated with population health outcomes, it therefore warrants strengthened collaborative effort between academic librarians and classroom faculty to address the unmet needs.  The collaborative projects are mutually-rewarding, and hold promise to take the health information literacy and well-being of the general public to the next level.
